Where’s The Grant Money?

City Budget
Layoff letters were issued Friday to several city of Chicago employees whose positions are funded by state grants.

Looks like a certain unit that was not put out for bid and staffed with friends of friends and professional doorbell ringers won't have to worry about re-bidding to stay there. I believe I heard that the unit was funded by the state and that the powers that be said that that was the reason that they were able to do this. Welcome back officers.

Court services is promoting at least five new sergeants.

Congrats to those who are being promoted. If they did in fact earn it.

But, me, as a lowly inconsequential deputy, has to simply trust that this is being done lawfully and in accordance with the Shackman decree.

You see, I am troubled by the fact that I may never know if these new sergeants did in fact earn their new position.

With all of the sheriff department's attempts at compliance with the Shackman laws and compliance to promotion without political considerations, they decided to make a list and strictly adhere to the list for promotions.

But where is the list?

Why has this list not been published like every other legitimate department in Illinois?

Knowing the candidates that received promotions, how can I believe that some of these candidates with high school diplomas and nothing else beat out deputies with college degrees and diverse backgrounds that are far more qualified.

That simply does not make any sense.

As I said before, I am a lowly deputy. And being a lowly deputy this (The County Guy Blog) is my only medium to express my thoughts and concerns.

So I ask again,

WHERE IS THE FUCKING LIST?

and

WHY HAS THIS LIST BEEN KEPT SECRET?

This supposed list is being kept secret and shrouded in mystery for some reason.

WHY?

If a list was posted then people would know where they stood and what they needed to do to become a more qualified candidate.

Maybe that just makes too much sense for County government.

But maybe, just maybe if people knew where they stood and what self-improvements they had to make we would have a better Sheriff's department.

But they don't want that.

They want to remain in the archaic era where information is disseminated to only the privileged few and the rest of us are just struggling to tread water.

So I remain here on the County Guy Blog dumbfounded wondering...

WHAT THE FUCK IS GOING ON WITH THIS DEPARTMENT?

And I am afraid that I may never get an answer.

Bids are for sure. Top aide downtown told me. I think i will bid for bridgeview too. How nice it will be to have court down at noon. I will get to read my newspaper, have coffee, perhaps take a little nap, then take my lunch break. Drive a very long mile to my home, then come back and sign out for the day. I will get to enjoy my last 6 years on the job. Dart and Connelly have done something right. Senority finally means something.

The newly promoted sgts. are telling people they were at the top of the list. Listen up kiddies, you got promoted like every other Sgt. in the last decade, you have a phonecall. Congrats and all to you but don't fool yourselves. I know one of them is as crazy as a "bat" and another kept bitching to the point that KC had to tell him to shut up, to get even he became a union Rep. Ohhh then theirs the O.B. for KJ at fugitive. The others I don't know but I bet its more of the same BS that causes the demoralization of the qualified people that for some reason take the test year after year. In closing, Congrats again new SGTS. Hopefully you will do a good job, I doubt it but you never know.

Dart is going to wait untill after the november elections to announce he is going to run for mayor. If he does it now, the media will pressure him to give up the sheriff spot. If he waits, he can lose the mayor race and still keep the sheriffs spot. That's why we all need to help him get elected mayor. No matter what your personal feelings about the man are, we have to help him get elected mayor. Our department can not survive another four years of him. 17% of the dept is in deputy jail. Could you imagine what that number is going to be four years from now. He is a very ambitious evil man. He will stop at no bounds to fulfill his political aspirations. Lets bite the bullet and do what we can to help him.

The Bids the bids.... enough already. Here's the deal. You can opt to not bid and keep your spot or attempt to fill one of the INFINITE vacant spots. You CAN NOT take someones spot. Are there vacant spots on street units? Hell yes, we all hope they fill some if not all of them. I'm tired as hell of having my closest backup a half hour away. On the west and southsides that is lethal!! Stop the whining about w/l/e, ciu, the academy, civil and so on. I'm willing to bet the ones on here bitching have less than 10 years on the job and couldn't come here anyway. As for the people with enough seniority, I wish you luck and I am praying for you! Come quick, we DO need help!

Hey guys & girls, please stop with the allegations of unfairness & failure to comply within Shackman standards.

Tommy DART does not want any members of the press to read these complaints and stir up the pot. Tommy is trying to get himself a new better job & you could mess it up for him.

We know if DART was legit, you would get test results right after the exam & there would be true evaluations done by real supervisors etc, etc...

But then he couldn't sell the spots, could he?

Don't kid yourselves that all facilities will keep the same amount of Deputies they have now. Some will gain and some will lose. Make smart bids if you have less than 7-8 years on the job, if you don't you will find yourself God knows where and on some rotten shift and day off group! Ton of chatter about lots of people looking at the country club spots. Sounds like this will all be completed in time to put in 2011 vacation bids, so it is really close. I must say our Union has been a wealth of non-information. They are acting as if they are taken by surprise. Give me a break!! Anyone know anything about the country club districts, i.e. Chiefs, Supervisors, shifts, etc.

You and everyone else that are thinking about bidding to Bridgeview better talk to someone that works there before you do. Most courts do not go down at noon and they handle more prisoners than any facility except CCB. Also, Midlothian, Oak Forest and Blue Island may be coming there soon. If you are friends with that top aide downtown, more than likely you would already be at Bridgeview on a Sheriff's move. So stay where you're at, the grass is not greener on the other side.

Really??????? I have 26 years on this job. What would be fair about someone with 10 years on the job and they NEVER EVER had to bid to get to Bridgeview be able to keep me from bidding over there???????

this is a county wide bid people. not a "new class probation year up bid." this means every single spot except for street units will be open for bid. every single spot. goes by senority. three choices. that's it. bid smart!!! every facility sent in their current number of deputies working, and the ones detailed. all spots will open up. yes, "they" are trying to be "fair." ---and actually bv poster...markham has the highest counts. saw it on paper..you're not even third!!! who are you kiddin???? funny shit

AMEN DEPS. IF YOU LOOK ON THE SHERIFF'S WEBSITE UNDER THE SHAKMAN COMPLIANCE THERE IS AN EMPLOYMENT PLAN THAT CLEARLY SPELLS OUT HOW TO CONDUCT THE PROMOTION PROCESS. EVERY SINGLE ASPECT OF THAT PLAN WAS ADHERED TO WITH ONE EXCEPTION----YOU GUESSED IT BOYS AND GIRLS THE LIST. NO LIST PUBLISHED. the lists for Sgt and Lt for the P.D. are posted in the glass case in the lobby of the square. everyone that scored above 40% made the Sgt's list because of Burr Oak scandal. Everyone that was in town made the Lt's list..oh and even if you were out of town you made it.

The Supplemental Relief Order (SRO)
that is posted on the Sheriff's website does make mention of the "list" that you are referring to.

It is in section II, subsection C of the SRO listed under the sub-title:

Application Tracking System.

Basically what this says,(and I am paraphrasing here) is that the Sheriff shall conduct an analysis of the feasibility of creating a way ("the list") for all applicants to determine their status in the hiring process. It also states that if this process is feasible and not too expensive, it should be established as soon as reasonably possible.

Now keep in mind that the SRO was entered 30 October, 2008.

Was this analysis ever done, we probably won't find out without filing a Shakman claim.

However...

If an analysis was not done already, I will conduct a short one here to save the County the millions they would have probably spent to do this.

Is making a list feasible?

You bet your ass it is. We are the second largest Sheriff's department in the United States. With a 9 figure budget, We have the means for this list via website, or through paper dissemination.

Is this process too expensive?

Hell no it isn't. We already have the means (Sheriff's website) and the people (Sheriff's IT people)
So basically the largest cost would be for someone to walk the list down the hall from 704 to the IT office. But I guess an email could take care of that.


Now, being that the SRO was entered nearly two years ago, what is the hold-up here? I think that two years is a reasonable and practical amount of time for these procedures to be put into place.

So why hasn't this been done yet?

In order for there to be compliance of this order, you cannot pick and choose what parts you like and what parts you wish to ignore.

The next sheriff is going to be whomever Joyce, hynes, and sheehan picks. They have picked the sheriff for the last 20 years. If Cunningham or O'grady gets joyce and sheehan's blessing its a done deal. remember the county is 65% white. And baker splits up the black vote everytime . So any black candidate has no chance, unless they clear the field. So unless zelda or wright are appointed, they have no chance. And as far as burke is concerned, has a good name in his ward but Ed burke is not a popular name in the county. But he has a shit load of money so i wouldn't count him out either. But his name may be a blessing and a curse at the same time. Anytime you have an alderman with more money in his fund than the mayor, people start asking questions.

Big meeting with our "we're looking in to it" Union early Friday about county wide bid. And suprise surprise I asked my rep what happened, and again the same "Haven't heard", "Don't know yet" answers. Not much in this County is that big a secret, but my rep can't seem to find out anything. Maybe he's too busy filling out another crazy grievance. Looking more and more like it's a done deal. So here's my advice to all the whiners, complainers, oh poor me Deputies from my "Country Club" facility, Put your bid where your mouth is! That goes for anyone else who is working soooooooo hard somewhere, do you have what it takes to bid out? Don't need a phone call from Asia, the seniority list is out there so the "clout baby" excuse is gone, it just takes you to fill out a simple piece of paper, but will you??????????

No, he never worked for the Sheriff. Well, okay, maybe he did for 3 or 4 years, ask Sheriff DART..

A source close to the investigation tells NBC Chicago that Kustok will be transferred to a nearby facility in another county because he has "inside knowledge" of the inner-workings of the Cook County Jail.

"He knows the facility pretty well," the source said, adding that Kustok worked for the Cook County Sheriff's Office in the maintainence part of the jail from 2004 to 2007.

His job there, the source said, was fixing and repairing locks, as well as ensuring Occupational Safety and Health Administration compliance with regard to cleanliness and sanitation.

The position paid about $46,000 per year, the source said, adding that he had no idea how Kustok and his wife could have afforded their lifestyle in Orland Park. Kustok's wife, Jeanie Kustok, was an elementary school teacher in Riverside.

Deputies on this shift can only use personal time in 5 or 10 hour increments (half day or full day)...thats 3 personal days per year...The kicker is that there are 2 un-usable hours per year, per deputy working the 4-10 shift...add to that 2 hours per each holiday time due per deputy working the 4-10 shift, and still earning 8 hours ov vacation time, but needing to use 10 hours per day off....

County Wide bidding was challenged by the Teamsters, management agrees bidding at this juncture may be prohibited by the Collective Bargaining Agreement.

However there seems to be some interest in bidding.
Therefore in the interest of the Democratic Process Teamsters 700 agreed to pose the question to the membership.

Even if the Sheriff's Office did not post a Shakman list... Could an employee get their individual composite scores upon request? Employees can already go to the Merit Board to get their exam scores. How would this be any different?

Well..Regardless of who gets elected to the Pension Board,you can't rely on that being there either. The POLITICAL CROOKS that run state,county,and federal gov't, are running out of places to steal from. Don't be surprised if when you go to retire,or while you are already retired...the funds dry up and/or are pilfered away by the lifelong Politician CROOK Maggots. I have a bit of advice..457 457 457 457 457. Start maxing out your deferred comp(457). The crooks won't be able to grab that. And if you think they will,then pay yourself FIRST also by setting aside some money in a savings account every payday. That way,when you go to retire,you can at least have enough to pay off the roof over your head. You can always go back to work at Walmart and say HI to people as they come in to shop. It'll put food on your table nd pay your gas,light bill...etc. Beats being homeless because of the CROOKED MAGGOTS...taking what's YOURS

Now lets say they promoted someone with 25 years on. They go from 64k to 79k. Saves the county 10k yr per person on average.

I am one of those people who came on 100 yrs ago during O'grady who at least has the common sense to know i wont ever get promoted. Aside from that, who gives a crap who's kid she is. The important thing is not who got you this job but what you do when you get it. Yes-Christine Trzos. I asked her about the difference in Current/Retired employee ballots and also a little about herself and her intentions-here's her reply...she definetly got my vote!

To answer why the ballots are different:
There are 9 trustees, two are appointed (one by the Cook Co. Treasurer and another by the County Comptroller via the President of the County Board). Three represent the active employees (members) and two represent the annuitants (retirees). One represents the Forest Preserve employees and one represents the Forest Preserve retirees. This is mandated in the by-laws and is supposed to be representative of all sectors of the Fund.

As for my background:
I worked for the Sheriff's Dept. from 1981 to 2003 when I retired. I worked in Civil Process, Returns, Civil Warrants, Custodial, Special Projects, and Court Sevices.
Before coming to the Dept., I worked in private industry as an underwriter doing personnel and excess surplus lines. I also worked for a major oil company doing property accounting, and all of this was before raising my family. My daughter works in Women's Justice and my son-in-law at the Boot Camp. I really got into this about a year ago to preserve my own pension and that of my family. It really happened after I took note of the fact that the Fund had lost $2 Billion in 2008. So, that is when I started to attend all the meetings to observe what they were doing and where the money was going. I guess I really just thought my pension was secure until then. Now, I don't take it for granted and want the trustees to be more responsible.
I hope that helps you understand where I am coming from or what I am trying to accomplish.

That has been the problem for many in the mayors race. Everyone hated Daley but he was always the lesser of two evils. Our choice was bobby rush or daley. Be careful, if the county wide bid is approved by the deputies, management will then re-asses the manpower distribution.
Therefore your seniority may not necessarily protect your current assignment. This will not affect everyone but it is a factor.

Cook County sheriff's police on a drug raid smashed into the wrong Southwest Side house late Thursday night, finding instead a terrorized elderly couple--one of them with Alzheimer's and cancer.

With her husband already asleep, 84-year-old Anna Jakymek was just turning out the lights when she heard loud noises at the rear and front doors about 11:30 p.m. Her initial thought was that her 89-year old husband had fallen out of bed, but realized something else was happening when she looked into the front room.

"I see maybe 20 guys come in and see the door knocked open," she said.

The intruders were members of the Cook County Sheriff's Police Gang Crimes Narcotic Unit who were executing a search warrant at the home on the 5600 block of South Kilbourn Avenue. The search warrant cited suspected crystal meth, cocaine, guns and money. It also named a 23-year-old suspect whom the Jakymeks say they have never heard of.

"They show me a sheet with a woman and man who complained we have that. We don't," Anna Jakymek said. "They broke two doors and a garage window. Then they say, 'C'mon, c'mon--go, go, go, stay by your husband. He said someone complained we had all these drugs."

Son Andrew said the most potent drug in the home is aspirin.

"They don't smoke, drink or even watch TV. They believe in America," he said.

He added that his father, Andrij, suffers from Alzheimer's Disease and has terminal cancer.

"He won't even take pain medicine," he said.

The former Ukrainian residents have lived in the house since 1967, according to their son. He said his father is a retired tailor and his mother worked as an elevator operator into her late 70s for Peoples Gas Co.

His mother, he said, called him after the raid at the request of the supervising sergeant on the scene. When he got there, he said he was told the officers had raided the wrong home.

"When I arrived the officer explained they had misinformation, but said his job was over, and he was leaving. They left a copy of the warrant, but he absolved himself of any responsibility for the raid or the damage," Andrew Jakymec said.

He estimated the damage to broken doors, locks and windows at up to $3000.

"Everything was violently opened. Cabinets were ripped open, clothes and sheets were everywhere, and pieces of wood where the doors were rammed were all over the place," he said.

"My parents are refugees from the Soviet Union. They are naturalized citizens. They have relatives there who were abused for political reasons. You might expect it there, but not here," Jakymec said.

The warrant said police were looking for a 23-year old man, described as Hispanic who lived in the ranch home.

Anna added: "I didn't believe it was the police. They broke everything. I told them they should have rung the bell."

Cook County sheriff's police spokeswoman Liane Jackson had no immediate explanation or comment, saying police are checking into the situation.

The mistake was the fault of an informant who pointed out the wrong house to the officers. The sheriff's office cultivated the informant while he was in the jail, but he's no longer behind bars, a source said.


Sounds like there might be a few spots opening up soon in the CIU unit. Will OPR take about 2 years to investigate this? How many officers will be stripped and be sent to the 7th floor to shuffle papers for 2 years? Will any supervisors be stripped while the investigation unfolds or are there still different rules for the clouted?

Sheriff Dart, please tell us all why is it that the CCSPD narcotics and gang investigators and their immediate supervisors and unit commanders as well as the States Attorneys Office and the Judge who signed the warrant didn't obtain better information from this informant and verify the informant information that was provided before wasting time, resources and tax payers money on bullshit information on a location that was being utilized to store a large cache of Meth.
Why wasn't a proper criminal workup completed on this so called drug suspect and his residence by Chicago HIDTA, and the informant provided photos of the residence, vehicles and all of the suspects involved.
Why wasn't there a workup done on the owners of this (stash house) residence,i.e. CQH's, employment, loans, utilities, vehicles, D/L or ID photo's and let's not forget the good old surveillance techniques that are commonly used in narcotics cases to verify all this informant information.
And after securing the residence isn't it common pratice to utilize a narcotics canine to locate the contraband, and if that was conducted properly the house wouldn't look like a war zone because the canine wouldn't have indicated on any source of narcotic (Meth, cocaine etc.) odor and therefore no destruction of their personal property with exception of the doors/windows in order to gain entry.
I would highly recommend that all of the parties involved from the Judge to officer be held accountable for their careless actions and that steps are taken in the future to eliminate these types of errors such as formal schooling on "How to properly conduct a narcotics investigation' and how to utilize all available resources to do so, and "How to properly work an informant" and also "How to properly conduct a search of a residence or vehicle by utilizing proper searching methods and techniques.
In closing where is this suspect, his residence and the large quanity (100 lbs. plus) of Meth now?. You can now bet the farm now that this story is plastered in the news that this so called large quanity of Meth is long gone to another safe house for street distribution.

A great embarrassment job by all involved Kudo's to you all!

Chicago boots the wrong door quite often. It is the odds and trusting CI's that causes this.

The wrong people get locked up, the wrong guy gets a ticket, the wrong door gets kicked in. The cops were at least pleasant and cordial after they discovered their mistake, after all they could have been jaggoffs. No one got hurt or killed. This is the most important part of this.

We pick up, learn from our lessons and move on, whether TV-Tommy is the Sheriff or not.

Dart runs to the bright lights of the TV cameras when puppies are being rescued but doesn't man up when a mistake is made on his watch. Mistakes happen. People forgive, especially when the error is forthrightly acknowledged and apology is made immediately. I thought Dart and his PR operation was better than this. This was a chance to show some character and humility and he missed it.

I do not know all of the facts, but when I was doing drug search warrents, the word of a " reliable confidential informant" was never enough. You had to verify this through surveillance or some other means. It does not seem that this was done in this case, although I could be wrong.

And he should not bother coming to me for a signature on another warrant again. You have no cred.

Short staffed my ass.. If half the department wasn't in deputy jail we could staff this place. why does it take OPR 3 years to investigate a case? You have hundreds of officers doing nothing but sitting on the seventh floor. Why was their 12 in deputy jail under sheehan and over 275 under dart. And why is it ok for fluffys lawyers to get a battery at a casino and another get caught buying rocks. But No deputy jail for them. we have deputies sitting in jail for making mistakes on paperwork while fluffys lawyers are bulletproof. You have cases that were dismissed two years ago and OPR is still investigating. Please win mayor and dont let the door hit you on the way out fluff boy. The entire dept is rooting for you.

P.S. Great showing at your last fundraiser fluff. If the 20 people that attended brought their puppies it would of looked much bigger.

Here is a great example of the FOP hard at work.

The City of East St. Louis started unpaid, and un-negotiated furloughs of its police officers back in February. The contract required them to negotiate. Labor Council took them to arbitration and we won. The city then sought to lay off 19 of their 60 officers. There were unfruitful discussions. The 19 police officers were laid off on August1. On August 3 your Labor Council met with the city and negotiated a deferred furlough plan to bring back all 19 officers. The agreement was ratified by our unit on August 5 and they returned to work that afternoon. Skip Butler, Keith Randolph, Joya Jordan, Kendall Perry and other members worked with Labor Council attorney Rick Stewart and field rep Bill Mehrtens in reaching the final agreement.

Ok so lets get this straight, the City wanted furlough days, FOP said No.

The City said ok, we will lay off 19 of your members.

FOP said "I Dare You"

The city called the bluff and got the furlough days anyway.

So each unit receives service from .5 lawyers plus 1/20th of the staff?
That is only if we use the numbers most favorable to you.

Mr FOP I am sure you are a nice guy, but do us all a service.

Tell the truth you cannot handle the Court Services Division.

It is way above your head.
You could not even handle the Lake County Sheriff's Department,a much smaller bargaining unit.

Actions speak louder than words and the teamsters have to go!! The primary reason we have a union is to protect us in case we run into anti-police, ambtious administration like this one. The officers in this dept need the protection of the union more than ever, and the teamsters have failed us all..

I think the bottom line with the whole union thing is this.. Most every Deputy in courts are tired of what is happening, 17% of our deputies sitting for years in deputy jail, 10 hour shifts that completely violate our contact, the incident that occured at ccb, 5 years without hiring a deputy, which in turn makes it impossible to get time off, or move to another district, no street unit bids in forever, never informed about anything that occurs within courts (until two weeks ago with the "news letter"), firing deputies that never been in trouble prior to the incident that ended there career. I could go on forever. I think that everybody knows f.o.p. is no better. But maybe this will set a fire under there teamster asses to do some things that need to be done! Where has the union been???? There same answer is we're working on it. Sounds like they could be doing a hell of a lot more trying to protect there members

It's about time their is some accountability in this dept. I think the deputy that made a mistake on the paperwork should be fired. I think the janitor with the roll of toliet paper should be charged and subsequently executed. I have received a hand written outline of the FOP meeting held Tuesday 05 October 2010.
However you might want to stop misleading your friends.
I will start at the beginning for all of you just tuning in.
1) Sixteen people showed up to the meeting. I would say you are about 284 people short.
Yes there are just under 1000 Court Service Deputies so you need approximately 300 signatures on your "Interest Card"
I sorry I am mistaken the FOP wants 60% not the required 30% so now you are 684 short.

Did any of you people ask why they want double the number?
Well I will tell you, the FOP labor Council is flat broke they cannot afford to organize properly so they want you to do all the work.

Very nice of them to show up.
So the nice people want you to network and reach out to all units to distribute FOP information.

Be careful General Orders prohibit this activity during work hours.
If you are caught you might face discipline. Zero of the alleged 10 FOP staff attorneys will be there to defend you.

What the FOP has to offer Deputies.

You wrote 3 seats in Springfield? What the hell does that mean?
Will the contract be negotiated in Springfield, or do three of the sixteen of you get to see a movie in our Capital City?

I have an update for you.
The FOP supporters are telling you there are over 200 Court Deputies in Deputy Jail.
I guess their ten lawyers need a lesson in math.
The current number of court service members currently De-Deputized is 21.
Three of those are Sergeants.
So the actual number of Deputy Sheriffs in "Deputy Jail" is 18.

Well, from what I've read, all the smears of FOP are somewhat accurate. The rips on Teamsters are either total bs or greatly exagerated.

First off the number is way higher than 21. And the reason is not as high as 200 is cause most of them were fired. The teamsters kept sucking up to dart and opr, while the deputies they were suppose to represent, were given pink slips. The teamsters are a joke!! I have heard from numerous people that were fired who got NO help from the teamsters. I guess they figure once fired they cant collect your dues anymore so why help you.

The following is a partial list of Accomplishments requested by a contributor to this BLOG.
Numerous independent arbitration awards and grievance victories are omitted out of respect from the affected individuals.
1) Staffing Level Grievance
2) 10 Hour Shift Grievance
3) County Wide Insurance Change
4) FMLA usage (Policy Change)
5) Overtime rotation list publication.
6) Fitness for Duty Procedures
7) Loss of Holiday Pay
