Chicago Tribune New Cook County Board President Toni Preckwinkle criticized Sheriff Tom Dart on Thursday, suggesting his payroll is bloated and saying she will try to force him to cut his budget more than he contends would be responsible.
She wants him to spend $70 million less, but doesn't specify what he should cut. Dart has said he could cut only $43 million without hurting his ability to provide adequate police services, properly staff the Cook County Jail and keep courthouses safe.
Preckwinkle said she's willing to give him money by raising court-service fees and collecting a bigger cut from foreclosure sales fees. But she's also taking on a popular sheriff who's a powerful political force in his own right.
"The sheriff's view is that if I make him make cuts the sky is going to fall, and he's wrong," Preckwinkle told the Tribune editorial board, referring to Dart's sarcastic suggestion last week that he cut his entire budget and patrol the county on his bicycle.
"The cuts that we are going to propose are not to the jail staff, although he's clearly got issues there, and they're not to his policing function," she added. "What we're proposing is cuts in other places and that he manage his office more effectively, which I believe he can do."
Dart spokesman Steve Patterson said his boss has yet to see Preckwinkle's budget proposal and therefore couldn't comment on it.
Preckwinkle said 1 in 5 of Dart's 6,800 employees is off work on any given day for personal medical reasons or to care for a family member under the federal Family and Medical Leave Act. At the jail, it's 1 in 4, she said.
While those employees are off, the county continues to pay their pension and health insurance costs, and more employees are needed on the payroll to ensure full staffing, Preckwinkle said. Too many sheriff's employees are on long-term disability or getting workers' compensation payments, she added.
Dart's spokesman said the sheriff already has worked for the past year or so to address the issue of family and medical leave.
"It's absolutely a problem," Patterson said, adding that Dart brought it to Preckwinkle's attention. "It's absolutely something we have been trying to fix."
He also said the risk-management department in the board president's office oversees workers' compensation and long-term disability cases. He said Dart cut the number of sheriff's deputies not required under court order by 300 over five years and hasn't hired any new police.

Response# Thats a lie and propaganda. Dart just in the last two years went from 1 chief of staff to 4. They have a chief of staff for sheriffs police, court services, corrections, and darts personal one. Also the 43 million is front line officers that he hasn't filled. They have not had a deputies class in over 5 years. They have court rooms with one deputy and sometimes 30- 50 felony prisoners. Before the dart administration they would have at least 3-4 deputies in a court room like that. I have even seen at times, one female deputy transport numerous felony prisoners by herself uncuffed , of course. While dart keeps cutting front line positions he becomes more top heavy every day. At the expense of the officers saftey. If he would cut some of his fat positions he could hire a few more front line officers. He has lawyers hiden all over the dept, at warehouses, at auto pounds, at the jail. These guys all make over 100,000 a year. The media really needs to their homework. Im not saying preckwinkle is not top heavy but i know for a fact dart is. At least preckwickle cut her salary to 144,000. Why is dart still making 160,000 as the sheriff??

What is needed is a human resources officer that can perform follow-up on all these cases of disability. I once took over a facility that had over 125 of a staff of just over 800 on leaves and worker's comp. Within six months, I had that down to 15 with the rest returned to work or resigned. Having them resign allowed us to hire a new body. Many offices do not not follow through with management rights to demand medical statements or second opinions. In essence I did not save a lot of money other than overtime and other absentee costs. But at least I had bodies around to get the job done. Darts people obviously do not know what they are doing.

So the latest budget proposal is rumored to cut many civilian spots like timekeepers etc, 150 police officers and 100 deputies. Supervisory ranks will not be immune. Boot camp will be given the boot, dcsi cut in half, and close to 1/3 of deputies assigned to court street units pulled back to the courthouses. The police department won’t have bodies to spare outside of the core missions of patrol, limited investigation and evidence. Custodial would be largely privatized. There is rumored possibility that some displaced police and court personnel could be placed in the doc on doc pay scale at equivalent of current rank, on current pay step at lowest seniority. This would be done only on voluntary basis. My suggestions are to follow. Get ready folks because this is going to sting. Please bear with me because I don’t want to see a single person from this department of any job classification unemployed.
First and foremost, bump every sworn exempt member down to their merited rank and salary. Exempt ranks without merit rank should take x-percent pay decrease. Possibly knock everyone making a six-figure salary down to just $100,000. I know that these are “chosen ones” but the sheriff would still be saving their jobs and has almost a full term to repay favors and re-instate friends at higher pay grades.
There is a great difference in pay amongst the range of sworn officers in this department. There are at least ten separate collective bargaining units if you include civilians. The highest pay averages are among the police department personnel and lowest at the doc. If 150 police officers plus supervisors are off the streets and 100 deputies plus supervisors are out of the courts the sheriff does not have the power to shift personnel at will between the police department, doc or court services due to those collective bargaining contracts.
This next part is the stinger. In order to save these jobs, these people and their families this department needs to be re-structured. The sheriff would be forced to re-write the merit board rules. Both the police department and court services could be disbanded and these positions integrated with those of the doc. Those that can retire will take their pension. By dissolving those collective bargaining contracts the department would instantly be in the black and remain there weathering the storm until the economy picks up. The doc would meet the minimum staffing levels and in time be free from the consent decree. The sheriff would have the power to train and allocate personnel where it is needed when it is needed there. The citizens of this county would not be deprived of services and people’s jobs and families would be saved.
This would solve the biggest problems by creating smaller new ones. Police and court personnel would take a decent hit on every pay grade but in time would be able to bargain for that money again. If something like this doesn’t happen people will lose jobs this year for sure. During the next few years we will see the same budget cut conflicts with people being laid-off, some re-hired and laid-off once again. You need to look at the big picture and see that this is short term loss for some with long term gain for all.

Why does sheriff's police have almost 100 supervisors for 400 patroll. Talk about top heavy. And i dont even think darts lawyers are even in here. Also why are only 200 on patrol. Less than half the dept in assigned to patrol. Have you ever heard of a police dept with a supervisor, chief, lawyer, sgt, lt, captin, or commander for less than every 4th officer. Your info is incorrect. For starters, there are 380 Sheriff's Police Officers, 55 Sgts, 12 Lts plus more lawyers and command staff than i can count on both hands and both feet.
Of the 380 Police Officers, 160 are assigned to the patrol division...50 to gangs, 20 to narcotics, 30 to investigations, 30 to fugitive, 20 to vice/special ops, 12 or so to Jail team, 15 to truck,traffic, DUI, 8 in K-9 and 20 or so assigned to Maybrook for property, vehicles, have cars washed, get coffee and pick up dry cleaning for the lawyers and command staff.
The police department is responsible for thousands of arrests, about 300 guns seized, a mountain of drug seizures, several million dollars in tow fees, fines and asset seizures.
Forget the blue flu, how about every Saturday in May 2011 when it warms up that those who are NOT on duty demonstrate/picket against Fluffer outside the Crook County building at 69 West Washington just like the ASA's did to get their pay raise a couple of years ago. Today, Wednesday February 2nd, the Sheriffs Police specialized units NARCOTICS & other units were given the day off with pay. I don't think that is fair to the many who had to struggle through their shifts when others sat at home without taking time off....

I have read this blog before, but never posted. I feel I need to now. I work at the jail and have for over 24 years. Last Wednesday night late, after working a double and looking at more mandatory time here comes about 10 deputies from the courts. These guys (and gals) came from some District way up North. They said they were asked if they would be willing to help out at the jail. ASKED, not forced, threatened, or ordered. I was stuck at the jail, my lady was at home trying to dig out and take care of the kids. These Deps had families that were in the same situation, but they came to help. Not only that but brass showed up, a couple of Sgts and even a Chief. I couldn't believe it when the Chief showed up doing rounds and asked if there was anything he could get for us. Now some of us are complianing and cussing about "stolen overtime", but you need to stop and think, would you have left out to drive an hour or so, voluntarily, to help out? I wonder. I hope our brass got the names of all those that showed up Wednesday night, they deserve the promps. If nothing else, this Corrections Officer says thanks!
Why are people leaving jail able to get bus cards, and people leaving the courthouse after bond court either from i-bonds, their case gets nolle prosed during the court call or its discovered that the wrong person was arrested unable to get a bus card? They say that if the person shows the bus driver the ibond slip, the driver may give the person a ride. Is that true about showing the ibond or is that more made up stuff to get rid of somebody? If CPD didn't keep their money at the station, the person can buy their own bus card and the issue would be nonexsistent.
A person who is brought in for cbc by cpd, if they have cash on their person, the money has to be inventoried by CPD. Why can't the money be inventoried by a CCSD member and kept with the person's property? As long as the proper inventory slips are filled out and signed, there should not be a problem.
Why is it that the do nothings of the police department get promoted, administer units, fuck shit up or have no idea how to properly run a unit and they get the rewards ?.

Tom Dart had nothing to do with Preckwinkles decision not to cut any sworn personnel. The decision came from the commissioners who told her they would not approve a budget that laid-off sworn personnel. Dart and his department stopped all communication with Preckwinkle. He was not fighting for our jobs. If he cared he would have cut his top heavy administration in the beginning and saved the jobs that really represent the sheriff's department. Instead he made sarcastic remarks and was willing to let Preckwinkle make the cuts. He doesn't care about sheriff's police, courts, or corrections; just giving his lawyer friends jobs.

Thats a lie and propaganda. Dart just in the last two years went from 1 chief of staff to 4. They have a chief of staff for sheriffs police, court services, corrections, and darts personal one. Also the 43 million is front line officers that he hasn't filled. They have not had a deputies class in over 5 years. They have court rooms with one deputy and sometimes 30- 50 felony prisoners. Before the dart administration they would have at least 3-4 deputies in a court room like that. I have even seen at times, one female deputy transport numerous felony prisoners by herself uncuffed , of course. While dart keeps cutting front line positions he becomes more top heavy every day. At the expense of the officers saftey. If he would cut some of his fat positions he could hire a few more front line officers. He has lawyers hiden all over the dept, at warehouses, at auto pounds, at the jail. These guys all make over 100,000 a year. The media really needs to their homework. Im not saying preckwinkle is not top heavy but i know for a fact dart is. At least preckwickle cut her salary to 144,000. Why is dart still making 160,000 as the sheriff??

What is needed is a human resources officer that can perform follow-up on all these cases of disability. I once took over a facility that had over 125 of a staff of just over 800 on leaves and worker's comp. Within six months, I had that down to 15 with the rest returned to work or resigned. Having them resign allowed us to hire a new body. Many offices do not not follow through with management rights to demand medical statements or second opinions. In essence I did not save a lot of money other than overtime and other absentee costs. But at least I had bodies around to get the job done. Darts people obviously do not know what they are doing.

You want real cuts to the budget, here we go.
1. Why does D.C.S.I. have over a dozen ex. directors, directors, chiefs, and dep. chiefs? 99% of them can go.
2. Does the academy really need two asst. directors? Their both useless.
3. Why does Personel and D.T.U. both have ex. directors making over $100K per year? Lt.'s can do their job.
4. p.r. dept. each making over $60K?
5. R&D, wow what a waste of time, they do nothing yet make triple what front line guys do.
6. How many Chiefs of Staff do you really need Mr. Sheriff?
7. Why do we continue to hire x-a.s.a.'s and appoint them to $100K per year do nothing jobs? minimum 30 on the payroll.

So the latest budget proposal is rumored to cut many civilian spots like timekeepers etc, 150 police officers and 100 deputies. Supervisory ranks will not be immune. Boot camp will be given the boot, dcsi cut in half, and close to 1/3 of deputies assigned to court street units pulled back to the courthouses. The police department won’t have bodies to spare outside of the core missions of patrol, limited investigation and evidence. Custodial would be largely privatized. There is rumored possibility that some displaced police and court personnel could be placed in the doc on doc pay scale at equivalent of current rank, on current pay step at lowest seniority. This would be done only on voluntary basis. My suggestions are to follow. Get ready folks because this is going to sting. Please bear with me because I don’t want to see a single person from this department of any job classification unemployed.
First and foremost, bump every sworn exempt member down to their merited rank and salary. Exempt ranks without merit rank should take x-percent pay decrease. Possibly knock everyone making a six-figure salary down to just $100,000. I know that these are “chosen ones” but the sheriff would still be saving their jobs and has almost a full term to repay favors and re-instate friends at higher pay grades.
There is a great difference in pay amongst the range of sworn officers in this department. There are at least ten separate collective bargaining units if you include civilians. The highest pay averages are among the police department personnel and lowest at the doc. If 150 police officers plus supervisors are off the streets and 100 deputies plus supervisors are out of the courts the sheriff does not have the power to shift personnel at will between the police department, doc or court services due to those collective bargaining contracts.
This next part is the stinger. In order to save these jobs, these people and their families this department needs to be re-structured. The sheriff would be forced to re-write the merit board rules. Both the police department and court services could be disbanded and these positions integrated with those of the doc. Those that can retire will take their pension. By dissolving those collective bargaining contracts the department would instantly be in the black and remain there weathering the storm until the economy picks up. The doc would meet the minimum staffing levels and in time be free from the consent decree. The sheriff would have the power to train and allocate personnel where it is needed when it is needed there. The citizens of this county would not be deprived of services and people’s jobs and families would be saved.
This would solve the biggest problems by creating smaller new ones. Police and court personnel would take a decent hit on every pay grade but in time would be able to bargain for that money again. If something like this doesn’t happen people will lose jobs this year for sure. During the next few years we will see the same budget cut conflicts with people being laid-off, some re-hired and laid-off once again. You need to look at the big picture and see that this is short term loss for some with long term gain for all.

Just to show you how dart has his head up his ass. The chief at juvenile was told to go to 26th st as the chief. He told them he would retire before he went there. Instead of them showing him the fckking door they gave into his demands and made him director of the radio room. And that was just recently, while dart knew about this budget mess. Your info is incorrect. For starters, there are 380 Sheriff's Police Officers, 55 Sgts, 12 Lts plus more lawyers and command staff than i can count on both hands and both feet.
Of the 380 Police Officers, 160 are assigned to the patrol division...50 to gangs, 20 to narcotics, 30 to investigations, 30 to fugitive, 20 to vice/special ops, 12 or so to Jail team, 15 to truck,traffic, DUI, 8 in K-9 and 20 or so assigned to Maybrook for property, vehicles, have cars washed, get coffee and pick up dry cleaning for the lawyers and command staff.
The police department is responsible for thousands of arrests, about 300 guns seized, a mountain of drug seizures, several million dollars in tow fees, fines and asset seizures.

I don't think that is fair to the many who had to struggle through their shifts when others sat at home without taking time off....

All the gang teams were working. We did no more than you patrol fucks that hung out at the restaurant, but we were there.
Detectives worked, because I know some of them got stuck at Markham and had to sleep overnight until they could get their cars out.
Teams were out, just cause you didn't see or hear them, they would have come out from the hole if there was an emergency, so shut the piehole bro!

I have read this blog before, but never posted. I feel I need to now. I work at the jail and have for over 24 years. Last Wednesday night late, after working a double and looking at more mandatory time here comes about 10 deputies from the courts. These guys (and gals) came from some District way up North. They said they were asked if they would be willing to help out at the jail. ASKED, not forced, threatened, or ordered. I was stuck at the jail, my lady was at home trying to dig out and take care of the kids. These Deps had families that were in the same situation, but they came to help. Not only that but brass showed up, a couple of Sgts and even a Chief. I couldn't believe it when the Chief showed up doing rounds and asked if there was anything he could get for us. Now some of us are complianing and cussing about "stolen overtime", but you need to stop and think, would you have left out to drive an hour or so, voluntarily, to help out? I wonder. I hope our brass got the names of all those that showed up Wednesday night, they deserve the promps. If nothing else, this Corrections Officer says thanks!

Why are people leaving jail able to get bus cards, and people leaving the courthouse after bond court either from i-bonds, their case gets nolle prosed during the court call or its discovered that the wrong person was arrested unable to get a bus card? They say that if the person shows the bus driver the ibond slip, the driver may give the person a ride. Is that true about showing the ibond or is that more made up stuff to get rid of somebody? If CPD didn't keep their money at the station, the person can buy their own bus card and the issue would be nonexsistent.
A person who is brought in for cbc by cpd, if they have cash on their person, the money has to be inventoried by CPD. Why can't the money be inventoried by a CCSD member and kept with the person's property? As long as the proper inventory slips are filled out and signed, there should not be a problem.

Tom Dart had nothing to do with Preckwinkles decision not to cut any sworn personnel. The decision came from the commissioners who told her they would not approve a budget that laid-off sworn personnel. Dart and his department stopped all communication with Preckwinkle. He was not fighting for our jobs. If he cared he would have cut his top heavy administration in the beginning and saved the jobs that really represent the sheriff's department. Instead he made sarcastic remarks and was willing to let Preckwinkle make the cuts. He doesn't care about sheriff's police, courts, or corrections; just giving his lawyer friends jobs.
