There are unconfirmed reports that Cook County Sheriff Tom Dart -- a long time Cook County Democrat operative, former state representative as well as from the Chicago Democratic Dart family -- tops the list of possible Fitzgerald replacement choice if Fitzgerald indeed heads for D.C.

Dont get our hopes up unless you know this is true.

That's what everyone's is pissed off at. Maybe if you would respond to a scene once in a while when we call and not act as though you are doing everyone a big fucking favor by responding and doing your job you might have some sympathy. Answering the phone when someone calls for help will also assist in getting officers on your side. Remember you guys are not the second coming and as soon as you realize that I think you will get more respect

How about YOU just doing YOUR job. Start by learning it. No Patrol officer should have to call a detective to ask how to classify something. When there is a "scene", such as a burglary at 3am, you need an ET not a detective. Who is a detective supposed to interview, the building. Now spew all the shit you want, it all comes down to one thing and one thing only "DO YOUR JOB" and don't try to blow something off on another unit. Most of the Patrol Officers now would have shit their pants in the pre-O'dea days. Remember when a Patrol Officer could make a felony arrest without the detectives. And the bullshit about getting officers on your side, fuck you, we are all officers asshole. And by the way, you have no clue how the detectives fix the patrol officers mistakes (quality control) Maybe we could answer your phone calls more if we didn't have to keep answering calls from the public telling us that the officer told me to call the detectives. That the detectives will handle it.

"The Big CCSPD Blunder"

Yes it is true our fellow CCSPD union members got it right up the ass last week with no warning or lubrication and today everyone of those wrongful transfers were rescinded thanks to our strong union contract and our agressive union reps filing the grievances in a timely fashion.

The current CCSPD administration fucked up big time last week wasting tax payer dollars not only on the BS transfers but also for the need to now re-bid the entire patrol division on April 10th.

Those in charge of the fuck up should all be held accountable and fired, replaced and or transferred for embarrassing the Police Department, the 19th Ward and the Sheriff's Office.

Tom, we are all counting on you to make the proper administrative adjustments.

Finally you admit your shortcomings. Remember that is the first step to recovery. Now if we can just get you guys TO DO YOUR FUCKIN JOB without whining like a bunch of bitches then I think we might have something here. And you are right we are all officers so stop acting like you are better than everyone else. Because if that was the case people wouldn't be begging to leave there.

A perfect example of why the FTO program went into the toilet and failed these young PO's.
Those at the top didn't care enough to ensure that these new officers were assigned to working cops instead of the slugs that they were assigned too and now this is the final result, more slugs on the job who just show up and pass the work off.

RElax skippy...there are only a very very few up there that have the right to wear a Detective Badge...the rest of you are sloths who are there because anyone smart enough to be a detective knows that its a shit unit to be in right now.

Your job isnt that hard and I would welcome the felony pinches back into patrol, but because of the shortage we cant afford to be working on a felony pinch the entire shift...we simply dont have the resources. I cant stand having to depend on some of you to see my call get the attention it needs, I have seen some of you drop the ball.

Just because you arrive on the scene carrying a notebook, it really doesnt make you more intelligent, there have been plenty of times I have seen some of you walk around with your thumb up your ass, and WE ARE NOT AT YOUR DISPOSAL. You do not outrank us, although some of you feel as if you can tell us what to do. Maybe there are some officers who might call you and ask you how to classify something...its to bad that either #1, They are to lazy to look in the book themselves or #2. They are stupid enough to think you have the answer. Fuck That...I work harder at not calling you.

Take a look at your supervisors....most of them haven't even been on the streets yet as a Patrol Sergeant, they have no idea how it works out here, yet they feel we are at their disposal as well.....I have yet to see a det. Sgt. respond to a scene with his people...you guys need to be disbanned and filled back up with the right people....

Sorry to take up so much time, Im sure you have coffee to make and A cases to file.

I agree with you completely, and YOU should be the first to put in your paper to go there and rebuild the detective unit and make it what it should be. If you are not already a Sgt. bring some of the patrol Sgt's with you so the rebuilt detective unit will also have the proper supervision. In closing, if you are not willing to do detective work and attempt to improve anything, shut the hell up.

Sheriff Dart And The Untold Eviction Scandal! Was There A Coverup?

Looks like this story has gone viral on other blogs.

We have been talking to an inside source in the Cook County Sheriff's Department who claims to have been witness to a potentially huge eviction scandal and coverup in the Sheriff's department. Our source tells us that an internal investigation was launched a few years ago within the Department reguarding evictions after a complaint was filed with the departments Internal Affairs Division. Our source tell us that the complaint was a bomb shell and implicated very high ranking members of the Dart administration in huge Eviction scandal that would of been very detrimental to the departments image if the story went public. The source tell us how the scandal was allegedly carried out. Evictions have to proceed in the order they were filed by state and federal law. Evictions can be a very lucrative business for lawyers and people involved cause of the long drawn out process that can occur. Our source claims that very high ranking members of the department were allegedly involved in a kickback scheme for years, that involved lavish gifts and monetary gain in return for certain evictions to be moved to the front of the line. Our source claims that one of the major parties involved, spouse worked at a law firm that benefited greatly from the eviction business. The source also claims that Dart's Internal Affairs department abruptly closed the investigation after giving the major parties involved a slap on the wrist. The source also alleges that the Sheriff's department Internal Affairs or OPR as they are referred as, did not turn over their findings to the proper authorities. Our source claims that the two high ranking members that were knee deep in this alledged scandal have very close ties to Mayor Daley. One of them is even blood related to the mayor according to our source. The other major player was promoted by Dart and kept his position even after the scandal was allegedly investigated by Internal Affairs. Our question is why this investigation was not turned over to the proper authorities and WHO are they trying to protect? And how did the major parties involved keep their jobs and positions.

"Our source claims that very high ranking members of the department were allegedly involved in a kickback scheme for years, that involved lavish gifts and monetary gain in return for certain evictions to be moved to the front of the line. Our source claims that one of the major parties involved, spouse worked at a law firm that benefited greatly from the eviction business"

From Email:
Everyone in the sheriffs department had some knowledge of this but not many new the details. What your source failed to tell you was the person who broke this scandal to Darts internal affairs was given a very cush spot and was taken care of big time. I guess that was a way of keeping her quiet and not going public. Also the major player involved who had a spouse working at an eviction law firm was also given a huge promotion by sheriff Dart and a 40,000 pay raise. Word has it that he was suspended for only 10 days, but somehow kept his 117,000k a year position! What even makes this harder to take is Sheriff Dart treats his front line officers like shit and gives them 30 day suspensions out like candy for minor offenses. Next i will email you about one of Darts lawyers who was found with the needle in his arm on the west side of chicago and the coverup involving that. But thats for another day. Sleep Tight Tommy Boy!

The problem is simple and historic...The Sheriff has always been an elected political hack...until you have a professional law enforcement official who actually knows how to run a police department, you are screwed!!! O'Grady...Sheahan..had their chances and continued to play politics. What qualifications does Dart have to be a law enforcement officer or to even lead a police department? The powers to be need to appoint a Sheriff with qualifications!

Here's an idea, instead of sending back pd to doc or courts, have them support cpd. We would love to have some extra help in certain areas. Now to be serious, as a former courts guy married to a current courts female I know how fucked up shit is at most facilities. Short staffed, shitty supervisors and so on. I also know how OVERSTAFFED the pd is. There was ten times the amount of unincorporated areas in the 80's and a third of the department. Now there's next to no areas and triple the staff..... This makes no sense. As far as patrol guys complaining about no back up, tell your co-workers to stop sleeping on their shift. Do you guys realy need all those detectives?????

In 2006, the department began posting monthly lists praising deputies with high ticket and arrest totals, Seipler said, prompting younger deputies to compete. Seipler said he was told in 2007 by one deputy that a place to make easy traffic arrests was a predominantly Hispanic apartment complex where, presumably, some residents were illegal immigrants who couldn't get driver's licenses.

Seipler said that while he was on patrol, he heard certain deputies regularly inform dispatchers about arrests of Hispanics they had stopped for traffic violations.

This is under investigation in McHenry County.Does this sound like anyone you know?Especially up North.Oh no here we go.

Our Very Own Sheriff Tom Dart Is Making National News Again! This Time For Refusing To Comply With ICE And Homeland Security In The Deportation Of Criminal illegal Aliens! The New York Times Reports.

"Dart Even Refused To Share Arrested illegals Fingerprints With The Departement Of Homeland Security"

"refused to enroll in the program, which involves sharing fingerprints of anyone arrested with the Department of Homeland Security"

Federal immigration officials, frustrated by the refusal of Chicago and Cook County to join a controversial program aimed at deporting immigrants with criminal records, pressed Mayor Richard M. Daley and Sheriff Tom Dart in an aggressive campaign to obtain participation from reluctant police authorities, according to internal documents.

Last spring, Immigration and Customs Enforcement officials tried to put the program, Secure Communities, in effect in Cook County without clear consent from the sheriff’s office. Their advisers proposed asking Rahm Emanuel, then White House chief of staff, to use his Chicago connections to intervene with unresponsive local leaders.
Chicago and Cook County were among several localities nationwide that refused to enroll in the program, which involves sharing fingerprints of anyone arrested with the Department of Homeland Security. Chicago and Cook County cited so-called sanctuary ordinances that prohibit local officials from involvement in immigration enforcement.
The Secure Communities program is in effect in more than 1,000 jurisdictions in 40 states, including Illinois. The federal agency plans to take it nationwide by 2013 and says it does not need local approval to do so.
E-mails and other documents — obtained through a Freedom of Information Act request by the National Day Laborer Organizing Network, an immigrant-rights group — show that immigration officials saw Chicago and Cook County among the cities to be test cases for whether localities are allowed to opt out of the program.
Secure Communities is meant to find and deport illegal immigrants found guilty of serious crimes. But the immigration agency’s statistics through February 2011 show that 32 percent of immigrants put into deportation proceedings in Illinois had no criminal convictions. Nationwide, 28 percent had no criminal record.
“The original concept was to get the really bad people out of the country, but are those the only ones you’re getting?” Mr. Dart said. “I could never get a straight answer. If it’s getting murderers and rapists, we’re all for that, but if you’re talking about people pulled over because their license plate isn’t up to date — my staff kept coming back to me saying we never got clarification.”

I disagree. I think over the last three or four years the CCSPD has pretty much gotten shit on by the administration. We are the red headed step child not the Deps or the CO's. There is absolutely no confidence by anyone in the administration concerning the police. Dart has pretty much written us off. I am compiling some facts and have hit a wall since this post went viral.
If you have any information post it here anonymously.
Facts will be checked and cannot be attached to anyone.

Thank You,
"Detective Baretta"

Several Deputy Sheriffs have been moved from the eviction unit.

Some voluntarily to the Child Support Unit and many others due to separate and distinct "OPR investigations"

Who initiated these OPR investigations?
What is the status of the Opr Investigations.
What facts have been cataloged.

The vacated positions are temporarily filled with Deputy Sheriffs from court facilities on a rotating basis.

What if anything did the "transferred out" people know?
Was the revolving replacement scheme an attempt to keep anyone from gaining too much information?

Another curious fact is the whole Warrant, Levy, and Eviction unit has been fractured.
This was done at a time where budget cuts are demanded, however someone has been able to expand one unit into three.

IM NOT SAYING THAT SOME OF US DONT ABUSE THE SPEED LIMIT, YOU KOW, KINDA LIKE YOU DO, WHICH IS WHY I HAVE SEEN MANY DEPS AND C/O'S PULL OUT THEIR BADGE TO ME AS I PULL THEM OVER. BUT BE CAREFUL WHAT YOU POST ON HERE TO TRY AND LIGHT SOMEONE UP, IF YOU HAD AN EMERGENCY AT YOUR HOUSE, YOU WOULD WANT THE POLICE TO GET THERE ASAP..

STRAIGHT TO THE WIFE JOKES......I went to cpd to be a real cop. Let's be honest here junior, the amount of felons I arrested my first year most likely outnumber the total amount of felons you will get in your entire career. Again I dont think all ccspd should go, just all of the people that got the job with less than five years in the jail or courts. I'm betting your one of those people, your mom or dad was blowing some political hack so junior could get a squad car all to them selves......lol, but I digress.....you earned your job pal........

OOOO tough guy. You pathetic wannabe. The only thing CPD has on us is the numbers. Believe I know. As for your fabricated career, The only way I could compare work with you is the number of people I arrest after you throw them out of the bar. Bouncer work and police work are entirely different. As soon as you realize this then we can talk until then LEAVE THE POLICE WORK TO THE ADULTS. Also you really have to tell me what courthouse she works in. I might want to take her out one night. Maybe even to the bar that you bounce at.

CCSPD - The real police. Really now. Legends in your own mind. You guys are dangerous. The other day I was just tooling along and here comes two squads flying by. Yes the lights and siren were on but they had to be doing damn near 100 mph in a 30 zone. Crazy and reckless. Someones going to get hurt by your absolutely reckless behavior. Wake up before this happens. Where is the supervision?

Do you have any idea of where they were going?, or any idea of what they were doing? You sound like on of these idiot citizens. Please don't judge until you know what they were up to.
Until you are on the receiving end of a good old fashioned ass kicking and are asking for help please don't judge. If you are a deputy and were driving around in a squad SHAME ON YOU IF YOU DIDN'T JUMP AND FIND OUT WHAT WAS GOING ON. If you are a DEP a CO or whatever, if an officer needs help you have to help. We are all in this together.

The only thing I know is my star says Police Officer on it. I am proud to wear it. When my star said Officer (Dept. of Corrections) on it I was also proud to wear it. If I had worn a star that said Deputy Sheriff on it I would have been proud to wear that too. Be proud of the job you do, no matter what it is or what part of this office you work for. If we all were to show some pride in our offices rather than crying about who we don't work for this department would be much better off no matter who is in charge....

I somewhat agree with the post about reckless speeding. I have seen this on many occasions myself. Going near 100 mph in a 30 mph zone is reckless no matter what you are responding to. If you injury someone along the way or don't make it there because of your recklessness you did much more harm than good. Please be reasonable in your response and not overly aggressive. The public is watching.

Tom DART responded, I can't control what happened before I became Share-if. I take care of the puppies too... Well Tommy, you were the Chief of Staff for your predecessor, Mike Sheahan.

Wait until they look at the Political Contribution list & Ex States Attorneys from the CCSAO with high paying Police jobs with no duties..

Hey dipshit, CO's and Dep's are now driving marked vehicles with "Police" on them thanks to this fucked up administration so it is really anyones guess who was behind the wheels. I agree if they were doing 30 plus over the posted limit they are driving in an unsafe manner and just so you know there is no supervision here anymore and someone is going to get killed.

How Did Dart Win The Shackman Award said...

http://www.chicagobusiness.com/article/20110319/ISSUE05/303199979/disproportionate-share-of-cook-county-sheriff-tom-darts-employees-live-in-the-19th-ward

Of the 102 top-paid workers (it's 102 because we analyzed the top 100, but three tied for the last slot), 25 happen to live in the four ZIP codes in or adjacent to the 19th Ward. The top ZIP code, both in terms of total employees and top-paid employees, is 60655, which happens to include Mr. Dart's home. The 19th ward only makes up 3% of the county.

Now, Mr. Dart isn't exactly thrilled to talk about this stuff.

In a verrry tense interview, the sheriff offered his own statistics, underlined his reform credentials and repeatedly suggested he wasn't responsible for hiring decisions made before he was sheriff.

“I can't speak to what happened before I became sheriff.” An aide notes that law-enforcement personnel tend to cluster in a small number of neighborhoods on the Northwest and Southwest sides.

On the other hand, before getting the big chair, Mr. Dart was Mr. Sheahan's chief of staff for three-plus years. And of those 25 top-paid employees, 13 are “policy” workers and thus Shakman-exempt; 11 have donated to Mr. Dart's political fund during the past decade.

Mr. Sheahan was not available for comment. But, as BGA President Andy Shaw puts it, “This is what happens when politicians from one ward or geographic area control an office for so long. . . .The result is an unfair distribution of good jobs.”

He adds, “Sheriff Dart claims to be reform-minded, so we hope that he's reaching out to a lot more ZIP codes to fill the vacancies.”

That would be nice. One top job in four, in an area that covers perhaps 3% of the county? That's hard to ignore.

Tom dart tries to throw Sheahan under the bus. But then cant explain why half of the top 25 of his own positions come from the 19th ward and 11 of them have donated money to his campaign fund! Also he was Sheahans chief of staff for 4 years but all the hiring was Sheahans fault. Looks like Fluffer wont be getting an more shackman awards anytime soon.

Recommendations for Year 1
The following recommendations should be implemented within the first year of the incoming
Board President taking office. The focus of the recommendations is to streamline County
operations, introduce additional efficiencies and formalize policies to guide future financial
decisions.

Eliminate Subsidy for Unincorporated Residents

Cook County government currently provides law enforcement, animal control, liquor control and
building and zoning services to the 109,300 residents in county unincorporated areas.
Providing services to the unincorporated areas is expensive. In FY2010, the cost for law
enforcement, building and zoning, highways and animal control was approximately $54.7
million or $501 per resident of the unincorporated areas. There are three potential strategies to
reduce the cost of providing services to the Cook County unincorporated areas: creating Special Service Areas, transferring responsibilities to
neighboring municipalities, or annexation to nieghboring municipalities.

(1) Creating Special Service Areas

A special service area (SSA) is a contiguous area within a municipality or county in which
governmental services are provided. The cost of the special services is paid from revenues
collected from property taxes levied upon property within that area. An SSA is designed to
allow local governments to tax for and deliver services to limited geographic areas within their
jurisdictions.

The cost savings for Cook County from establishing SSAs to provide law enforcement, animal
control and building and zoning for the unincorporated areas could be considerable,
approaching the approximately $54.7 million appropriated in FY2010 for those services.

(2) Transferring Responsibilities for Selected Service Provision to Neighboring Municipalities

Law Enforcement: In FY2010, Cook County appropriated $48.4 million for the Sheriff’s Police
Department, which provides law enforcement services to unincorporated Cook County. This is a per capita expense of $441.59 per unincorporated area resident. The 2010 average per capita
average cost for police services is $304.42 in nine selected representative Cook County
municipalities: Chicago, Evanston, Des Plaines, Mount Prospect, Oak Park, Palatine, Park Ridge,
Schaumburg and Skokie. If the County paid municipalities at the average rate for the nine
municipalities reviewed, it could save up to $14.99 million annually.

(3) Annexation to Neighboring Municipalities

The most cost-effective solution to the problem of providing municipal services to the Cook
County unincorporated areas would be for those areas to be annexed to surrounding municipalities. Illinois statute allows the assignment of regulatory control of unincorporated areas to adjacent municipalities. Also, a municipality has the authority to zone land within 1.5
miles of its boundaries. However, annexation cannot be compelled and there may be political
resistance to the idea from residents of the unincorporated areas whose taxes could rise and from the municipalities, whose leaders may not want to take on additional service provision
responsibilities.

ITS NICE TO KNOW THAT TWO OUT OF THREE OF WINKLE-SNIFFERS RECOMMENDATIONS WOULD WIPE SHERIFF'S POLICE OFF THE MAP.

Hey Bigtime CPD, I have numerous great friends who work for CPD & they know we are all together., Occasionally there is a top cop running his mouth like you are. I wouldn't be too proud today. Some impressive headlines with two officers, allegedly, having sex in the squad with a drunk bimbo & then in her apartment. When the call goes out the geniuses run away, one naked, leaving their cell phone and other evidence behind.

Crime must be rampant in 19 & 23 where the on duty officers can engage in these activities while they were on duty. We don't need to hold "CPD's jockstrap", they have drunk bimbos doing it.

Keep up the good work junior, you should be soooo proud......

That is hilarious but I doubt that half of these young guys even know the name Allen Masters . As a member of the Court Services department I could care less what anyone on another unit thinks about my job or in another department. I have plenty of time on the job so I am not in danger but I do not want to see anyone else lose their job. Is it stupid to read someone who is allegedly on sheriff’s police saying that we are jealous because we didn’t pass the test…of course it is. Am I going to waste time getting mad at that person through the computer hell no. The only thing more lame than someone insulting an entire group through the blog is the person who responds to it. Also come on two CPD officers are implicated and you want to cast a shadow over the whole department give me a break. I know this blog goes in cycles and this is the talk shit cycle because it seems our jobs are safe but let’s keep our eye on the big picture. By the way to my fellow CS deputies who have been caught out of uniform or any of the other things that were brought out by inspections recently….suck it up. Two Deputies From 26th and cal tell us Sheriff Dart threw a hissy-fit yesterday when he was on the bridge, and not one officer even acknowledged his presence. Dart reportedly stormed out of the building and went back to 31st street where he immediatley summoned Chief KJ And DM to his office. The Chiefs reportedly scolded the officers for not being polite to the Sheriff.

I am sure you have heard about the incident at the criminal court building. Sheriff Dart made a surprise visit and was "very disappointed" that his Deputies did not acknowledge his presence.

There is however more to the story.
According to Deputies Present.
"Sheriff Dart walked over to the holding cells and Engaged the "Detainees" in conversation.
Hi fellahs, I am Sheriff Tom Dart, Do you guys need anything?
Of course one shit-head piped up and said "Yeah more Toilet Paper"

So in general, Sheriff Dart knowing that all of his departments are short staffed, much of his departmental equipment is aged and or outdated, He makes a surprise visit to a court building, does not engage a single Deputy, Walks over to a holding cell and asks what he can do for a criminal.
Then gets a smart ass answer, and directs his whole command staff to make accommodations.
The Fucking Ass Wipe Even Puts Out An Order On Toliet Paper where he makes the supervisors log the toliet paper count from each holding cell even though that is the janitors job!

From Comments
This is nothing new for sheriff Dart. He never will engage with the officer. Never a hello, how you guys are doing. He always goes up to the prisoners and ask them how they are being treated. I have seen it first hand twice now in the jail. I said hello to Sheriff Dart once and he gave me a look like how dare you even speak to me. But then he gets infuriated when you dont acknoledge him or pretend you dont reconize like he is some kinda of celebrity. dammed if you do dammed if you dont.

One sgt. in vice owning his own whore house. Lyden beat officers on duty having sex with the hookers. Former Sheriff Richard Ogalvie's (sic) chief investigator Richard Caine a mob hit man, himself shot and killed in a gang hit. How many remember the fbi coming into Maywood every week taking officers and files out. Remember week after week of Federal trials of officers, one if he's still alive is still in prison. And lets not forget Devoric selling spots on the Sheriff's Police Dept. The Tribune had one officers mother admitting she paid $10,000 to get her son on the Sheriff's PD. He's still around. Lets see if this gets printed, if not here it may hit another blog.

CCDOC - sucks, with the exception of 1 or 2 guys

Court Services - sucks, with the exception of 1 or 2 guys
