O.T./You should act the same way in the lockup away from witnesses as you would act at the front door with people watching or not that way at all. If you are doing the right thing-your job, you should have all the witnesses in the world to confirm your story. Threats would never have to be made if someone turns around from not facing the wall. I am wondering, why deputies are ok with batteries on them not being felonies? There are more simple battery charges taking place than in the past. It used to be when felony charges were not approved, the states attorney's office was criticized and accused of hating us. Now it is the norm. Why the change in attitude? Is it an acceptance of certain realities? Not needing CIU to get involved with a simple battery would be one.

Deputies are not OK with simple battery charges. Its the ASAs and County way not approve alot of AGG Batt PO charges. Any simple battery (bodily injury or insulting/provoking nature) committed on a PO is an automatic felony in every other county except this one. CIU needs to be called out to justify their spot. They were never needed in the past and we got more approvals back then. The best way to charge a denied AGG Batt PO is battery and resisting. Then go to court and ask the courtroom ASA to upgrade the Resisting to a Felony. Denial of our charges isnt just our department is also CPD and any other suburb in the county.

What's up with the county wide In House bids? Our Union is suspiciously quiet about it. Question: Why is it needed?
Question: Will it help staffing shortages?
Question: Who decides on the various start times?
Question: What's up with these facilities having only a 2nd Watch?
Question: Who will be involved in overseeing the bids, IF anyone?
Question: Can all kinds of new start times be created?
Question: Are the bids going to be gender specific?
Question: Who's idea was this?


Lots of unanswered questions. Anybody got some answers?

A new gang initiative in crook county, give us a break, like everything else here it's all political smoke a mirrors.
The gangs are here to stay as they are implanted and fortified and they will continue to plague our cities with murder, intimidation, drugs and a host of other violent crimes because the politicians don't really care and the average tax paying citizen doesn't either because it doesn't effect them on a daily basis and those that are effected are the minority.

Hey, those are some interesting questions. I've got an answer for the last one. Just ask some of the morons at my district how smart it was to grieve "shifts" all the way to KC. That's right these idiots, along with the union steward, pushed the issue even though it was a slam dunk loser grievance as most of them are in my place. We saw in writing that KC said our district would be re-bid, now everyone is in for it. I am sick and tired of these people who think they should grieve anything and everything. The latest at todays roll call was, "What if I get stopped by the police or arrested? We're being forced to carry illegal County IDs because the date is expired". If this becomes a grievance, the inmates really have taken control of the asylum!!! Little wonder our Chief is looking to retire.

haven't been on in awhile, mostly because it's boring as fuck, but I was wondering if anyone else saw that the County Board passed an ordinance for all of the IVC. It takes effect on 01 JULY 11. It's about time but why haven't we heard about it. At least this way the County will see how much revenue the traffic nazis generate. I know I'd rather pay a $ 50 ordinance fine than 125 plus costs and risk it going on my driving record.

Court services will have many new deputy's very soon. Help is on the way.

No,we are not hiring more officers. All 24 hour lock-ups will be manned by Correctional officers and the deputy's that are working there will be back to working in the court house.

in the spirit of keeping the blog "clean" while venting about the mismanagement of the department and all time low moral.
i want to suggest a series of online confidence votes of the department's leadership. you could do one weekly for each branch of the department, starting with court services for instance, KC confidence or not KJ confidence or not, Heffernan confidence or not

week 1 courts
week 2 doc
week 3 pd
week 4 the Sheriff and executive staff.

i think a sincere confidence vote could get the pulse of the department and send a message.

Good job county guy! The content of this new blog has greatly increased its worth. I must say that I stopped checking in a long time ago because the classless few that posted here regularly, posted horrible things about other people which made it unbearable for me. I hate when cowards bash other people from behind an anonymous post. That being said, the previous version of this blog was detrimental to the office of the sheriff and all of the officers that work here. I hope that all of my brothers and sisters in brown and blue unite and use this blog as a forum to dispel rumor and pass along useful information. I would love to here what is being done about pension reform before we get hurt in poor legislation.

What is actual procedure on letting someone in your custody using the bathroom while in the hospital? Do you walk the person to the bathroom while leaving their shackles on and let them use the bathroom or not? Do you use the person might escape with shackles approach and make them use a bedpan? If 2 officers are present, the chances for problems are minimal.Personally, i support the bedpan for urination and walking to the bathroom for defecation?

Nice try but that would not make any sense. First of all they would have to take bids to determine which correctional officers would work it. Than they would have to train those officers to do the intake procedures. All of that and courts would gain what 20 deputies county wide…not worth the trouble and it wouldn’t solve the problem. Now closing the lock ups at night…that would actually solve your manpower issue.

There is no clear GO or Sheriffs Order on how to take an inmate to the bathroom. Common sense will be your G.O.
1) Shitbag should always be shackled and handcuffed to bed.
2) he can piss in his bed with pan, should not go to the actual restroom.
3) If he needs to shit, then both officers need to go, shackles stay on, bathroom needs to be checked prior to entry, doors should not be locked.(GO says the Officer should never lose sight of the arrestee). Usually there is a hand rail right next to the pot. I would handcuff one hand to it and he can wipe with his other hand. This is how i do it. Unless its a female arrestee that is delivering a future customer, then you cant use any restraints.

Nonsense, the jail can't spare the bodies to cover anything off the compound that doesn't allready fall under their current responsibilities. Next you'll try to say that the PD is taking over Central Warrants and civil division or the tired rumor that courts will supplement shortages in patrol.

Its not going to change anything. Its just another way Dana, Kevin, and kelly get their kicks out of messing with peoples lives. They were furious when the union had the vote to rebid the county and they lost 80% to 20%. Now this is their egotistical way of showing the union who is boss. When dart is gone, the next sheriff will show them who is boss! Could you imagine if they were treated this way when they were deputies. Some people have had their assignments changed 5 or 6 times. It really is a shame that when this dept finally promoted from within we got shafted by our own people.

She has proposed that we would only get 12 sick days a year and the unused days would not be carried over each year. You would get all 12 at once at the beginning of the year. At the end of the year if you have 8 left then you would only acquire 4 for the coming year. The idea behind this is to change the way sick time is viewed. Employees view sick time as an "entitlement" but many jobs don't get to carry over sick days. Some jobs are not even entitled to paid sick days. Any accumulated sick time you have already wouldn't be lost but you wouldn't earn anymore unless it went below 12. This idea is being tossed around

Checks are downtown. that is confirmed. ULP is scheduled for Sept. If they want it dropped to get the checks, forget it. Going for the penalty.This is extra money, just may take a little longer to get.

House Panel OK's changing Pensions for current employees- This is to be voted in on Friday.

The Madigan-Cross plan also contains language that would require greater pension contributions from Chicago municipal workers, Chicago teachers and Cook County employees. For those workers, existing employee pension withholding of between 8.5 and 9 percent from each paycheck would jump to as high as 14.47 percent.

This is another change amounting to almost another 5-6% pay cut in addition to the recent increased taxes.

I'm sure Sheriff Dart will jump in to help us all-NOT!

I insist that things like hold sheets and non-compliant property will be completed without an argument. We wont pile some hook's dirty drawers on a table in front of the arresting officer. We will be happy to have the change of pace, a job outside of the jail and we will do what we need to do to keep it.

Don't forget to tell everybody that the county has a company which picks up the property from the lockups everyday, and brings it there. It is located near Midway Airport. I do not recall the company's name though.

He is right. It is illegal in what the State is trying to do. We were promised certain things when we were hired on the job. The State will pass legislation to higher our pension contribuitions, but will then be overturned by the Supreme Court, whether it be at the State Level or the Federal level. The only thing they can do is reform pensions for new hires. We will be safe. Medical on the otherhand i think they can change.

I want to commend all of you that took the time to call or email your Senators and Representatives. It worked, the legislation is tabled until next year because "yea" votes were changing to "nay" votes.

Next on the agenda, WE absolutely have to continue the fight. The current power brokers that have a direct effect on all of us (Preckwinkle, Dart, Rahm Emanuel) are union busters. They have plans to take away our benefits. There are plans for pay cuts, more furlough days, decreased medical days, decreased vacation/personal time, increased health insurance. I think that they want us to do our jobs for free.

Solution ... Solidarity! Support your unions, get involved, become a voice. We need to come together, we need to be united, we need to be strong as one. We need to watch and expose their every move because they are watching us!

There are legit people who have lost homes for legit reasons. There is also scammers who know under tom dart they dont have to pay rent cause they can live free for years without eviction. Its not for Tom Dart to decide who is who. He is the Sheriff of Cook County, not a legislature. He should carry out the law that he was hired to do. Whats his next publicity stunt going to be? GARY — Traffic officers here will not be required to write a minimum 10 tickets per shift as previously ordered by Cmdr. Timothy Tatum.

Mayor Rudy Clay and Chief Gary O. Carter met Tuesday to discuss the Post-Tribune’s Sunday story about Tatum’s demands, which he said were instituted to increase productivity among the officers.

“The commander in chief and the chief of police say there is no quota,” Clay said Wednesday.

The mayor said he and Carter agree that officers should be aggressive in their pursuit of traffic offenders, but they should not be held to strict amount of tickets per day.

“It puts us in a precarious position as it relates to lawsuits and all of this,” Clay said.

Carter said he meets with community groups throughout the city and he hears complaints about motorists who run stop lights, speed near schools or play their music so loud it makes their windows rattle.

“This is what the community wants, for us to do the basics. That’s what we will do,” Carter said.

Prosecutors and defense attorneys alike agreed that a ticket quota creates legal loopholes that could get the charges dismissed.

“Police that are doing their jobs and doing it well will stop people that are suspects and will end up writing 10 tickets anyway,” Clay said. “But there is no quota.”

Lake County Prosecutor Bernard Carter said he was pleased to learn the quota was no longer in place.

He said last week that police should have the discretion when dealing with an offending motorist so they can instruct the driver in some instances instead of being required to issue tickets.

Chief Carter said he wants his officers to enforce traffic laws because it’s their job, not because of a number imposed by a supervisor.

In all their discussions regarding our interests, when is it set to happen?, what's the time line?, Will they ever give us a straight answer?, Can they? I can't seem to get any sensible answer from my Union Steward, he just keeps going to meetings and gives a 2 minute wrap up after roll call that answers nothing. I hate to admit this, but we can bitch night and day about DW, KC, and KJ... but in the end where are those we elected who are supposed to be looking out for our interest? Honest to god -- What is happening to our Police Department?

We have no leadership. No new employees to make up for the ones who retired. No promotions. No cars. No training. A complete and total failure of the chain of command to function.

We have a Chief that sits in his office all day and feeds squirrels.

We have a FDC that doesnt come out on anything, and offers the department exactly zip as far as any sort of leadership. I remember him from 26th Street and he was a sharp Lawyer back then. WTF happened Mike?

I have to tell you that I really miss Malinowski. He had his faults (and I hated him too) but at least he could manage this place and not let downtown run it.

We have a DC of Patrol (or is it Lieutenant now) that is a ghost payroller. Nothing worthwhile comes out of his office. But for the record nothing came out of Capelli's, Folliard, Lavenhagen or Janosz's office either.

We have a DC of Investigations that offers us exactly squat!

We have a DC of Admin that hates everyone and pushes his little agendas.

We have a DC of Special Investigation whom too is a ghost payroller. You disapointed me Kevin, seriously.

Downtown runs everything. Our brass is not permitted to make even a simple personnal decision unless Rosie and a dozen Lawyers weigh in on it.

OPR is a fucking joke! There isn't enough bytes on the internet to tell you how fucked up they are.

The last 5-6 new general orders hurt my eyes to read. John Marshall Law School must be awfully proud of whoever wrote this drivel!

Every holiday where there is a furlough day the brass is just unbearable. I dont blame them since Danny G make more than they do as a Sergeant. So why should they put out any effort?

Then there is the radio room. Where did this Cartrett guy come from? The dispatchers cant stand him or his supervisors. They are on autopilot for all intensive purposes (particularly here on midnights). The radios suck. They sucked ever since Tony left. What the hell is Wally doing about this?

Last but not least there is patrol. I can't think of more than 3-4 Sergeants that are worth a damn. Only one that is fit to lead me on midnights. No lieutenants worth a fuck and the commander is a ticket nazi. Nothing matters except writing boxes full of tickets, meaningful patrol and crime prevention be damned.

We heard about Nolan possibly leaving too. He is a good guy. We in D2 are losing our Chief too. He is another good guy. We had Nolan out by us a few years ago. These are 2 guys you can always talk to and work with. Never any "holier than thou" attitude. They will bend over backward for the Deps. And the downtown brass seems to be willing to give them a free hand to run their buildings. At D2 we have some Deps that are the chronic complainers, never satisfied types, always looking to stir the pot, but they are the minority.They also soon forget all the "extra" days off even when we are short handed, assignment switches to get you out a little earlier, just some of the little extra things that others don't do for their Deps. Both Nolan and Sbarbaro are 2 Chiefs that really seem to care, goodness knows what we'll get when their gone!

The narcotics unit perfers to go after the street level gang dealers operating on the corners and projects.

Congrats to my fellow Deputies, all 44, count'em 44 of us, and our Supervisors, all 3, count'em 3,of them for doing the best job possible as transportation drives a burning bus into the dock of the Skokie Court.

This is the perfect example of what so many of us around the county have been saying for so long, UNDERSTAFFED BUILDINGS ARE AN ACCIDENT WAITING TO HAPPEN. Just think of this siuation. We had 44 Deputies to evacuate a building with over 900 people in it. Now it takes a three teams consisting of approx. 12 Deputies total to search all offices, bathrooms, and closets to ensure all people have left the building, 44-12=32 Deputies remaining. Our entire lockup staff of 7, count'em 7, now need to move approx. 70 prisoners (bad odds), 13 of which now need to go to the hospital, 32-7=25 Deputies remaining.UNDERSTAFFED BUILDINGS ARE NOT SAFE. Let's not even talk about the amount of Deputies needed for hospital runs. Our entire staff of outside security, all 1, count'em 1, of them have the only vehicle to shut down all entrances for fire equipment and also shut down and contain a 5 level garage. It's hard to be in 26 places at once. Now we're down to 24 remaining Deputies. A team of approx. 6 Deputies are needed on each side of the building to move everyone away, make sure no one gets hit by a fire truck, try to locate children for parents who left them in the day care room, keep the jurors away from the public and corral the judges so they feel safe. 24-12=12. UNDERSTAFFED BUILDINGS DON'T WORK. we now have approx. 12 Deputies left to get everyone searched and back in the building. That can only occur if nothing else goes wrong!

As crazy as this sounds,I'm sure this is similar to other buildings problems (the burning bus may be hard to top!). So what's the answer? We don't hire new people, can't fill vacancies, can't promote, are looking at BIG retirement totals at the end of the year. It's time for some serious brainstorming. All the Unions should unite and present a united front in an effort to resolve this situation.
