You sir are correct. The really sick thing here is that they think what they are doing is right. The destruction of morale. Not even close to having enough people to do the job. I could go on but I will leave it up to my brothers and sisters wherever you work and whatever you do for this department to come with what is really wrong. It really would be more interesting reading than the same old Police verses Courts verses Corrections stuff.

Why wont our union get on tv and protest that we havn't hired any officers in 6 years. In the mean time Dart has has found funding for 25 lawyers,50 directors, and four chiefs of staff. Why no outrage from our union. Are they really that afraid of Dart.

for instance, 8 beats = 8 cops. no cover cars, no additional personnel, no gang teams and a skeleton crew of detectives on a Sat night in July. one crime scene and a couple of arrests in the district and you are down to 3 cops working 8 beats.

Four days of big rides and big names from the world of Hip Hop are coming to the western suburb of Maywood this weekend.

The Woodstars event kicks off Thursday, but there is controversy over who will pay for security.

Police are expecting 20,000 people to attend the four-day show at Proviso East High School. The Cook County Sheriffs Department said that they will be calling in deputies on their days off to provide security, which will probably cost $100,000 to $150,000.

There is no parking at the event site, so organizers are putting together 20 different shuttle routes, according to the sheriff's department.

The event is being put together by former NBA player Michael Finley and LA Laker Shannon Brown.

Proceeds will benefit Districts 209 and 89, where Finley and Brown went to school.

Hey Guys CPD Here, I was one of the tactical officers that during a traffic stop of some future westside doctor found a flier about FREAK NIC at Schiller Woods backin the 90's.We found out that it was several black colleges that get together at different venues in the US and get SUPER Freaky. They said the last one was in Atlanta and drew 30,000 college students. We knew nothing of the event and asked our tact lt. if he heard anything from downtown. He had us submitt a information report to HQ. Our tact lt. was then given the task to organize a plan for the event, we had like two weeks to prepare. He requested assistance from ISP to help close Irving Park Road since it a Ill. Route and the aide of Air One(police helicopter). The aide of Cook County Forest Preserve Police and Mounted Unit since the event was occuring at Bunker Hill Grove. Finally The Cook County Sheriff Police. The plan was once the crowd exceeded amount of people allowed for the permit, the tree police was going to shut them down. Easier said than done. I have never seen so many black people in one event aside from the Bud Biliken Parade. They were paking as far north as Parkridge and as south as Maywwod straight down Cumberland. It got so bad that Park Ridge, Schiller Park, Harwood Heights, and Norridge and to call in their reserve officers and block the streets into their town with large dump trucks. To get into their town you had to provide proof of residnecy.
Once the event was shut down thats when all hell broke loose. Sexual assaults, batteries, and men with guns calls started happening. They where acting like animals exposing themselves, urinating on peoples lawns and leaving 40 oz.bottles everywhere. Smoking weed in the open like it was legal. A few battery to police occurred, a real bad one at Addison and Cumberland. A few shots fired but all were arrested and guns recovered. It got so bad the disbanded SOS had to be called in to assist, their tear gas gave us the upper hand, it was great to see these animals lying on the street like dead roaches.Then the neighborhood citizens finally got pissed off of the lack of respect for their neighborhood and property, they started chasing these animals with bats.As we finally goy the upper hand and started driving the crowds south, they began congregating in parking lots in Melrose Park and Maywood. Those agencies began calling for assistance and one of the times I have been ashamed to be CPD was that day. Our bosses did not allow any CPD to go help, COOK COUNTY SHERIFF POLICE got in their cars headed south and went to HANDLE BUSINESS AGAIN! So to you guys that werent there for FREAN NIC back in the 90's be careful, have each others back,and watch for cameras. I dont envy you guys, its going to be bad!

We dont have any funding for hirebacks or O.T. but dart can find 3 evidence techs and and two investigators for a stolen golf bag. Spoke to people who were actually there. Said Dart new he was going to get his name in the paper and had a lengthy investigation, including fingerprinting the car and the golfer Ricky Barnes. Ricky Barnes even got ticked and keep telling investigators he was going to get reimbursed for clubs and watch by his sponsors and it was no big deal. source says that the investigators were called back a second time after Dart was tipped off by one of his buddies at the country club. Of course he couldn't help himself to get in the limelight again. They acted more like it was a murder investigation than missing clubs. Also was told olympia fields Country Club was livid Dart dropped this to the media and gave them bad press. But remember its all about Tom Dart.



A golf pro appearing as the guest of honor at an Olympia Fields charity event on Monday had his golf bag and more than a dozen clubs worth $3,500 stolen along with a watch worth $8,000, Cook County Sheriff's police said today.

Sheriff’s detectives canvassed the area, conducted interviews and are reviewing video surveillance.

First of all I attended a black college and I went to freak nic in Atlanta which was nothing like the one here. I also went to South Padre for spring break as well as Ft. Lauderdale and I can promise you that there was ten times the illegal, illicit activity going on there than at freak nic. This fest is a back to school event not a college fest so I doubt that it will draw the same crowd. I was not there when you worked it so I can not dispute what you have said about it but I can promise you this…..the people that were there were not college students and yes college students get out of hand and party hard but it’s all college students and not just the black ones. Anyway we all know that we have some real problems on this department the last thing we need is some Jim Crow throwback who doesn’t realize what year it is. A 35-year criminal defense attorney said Friday afternoon he's looking at his legal options after being handcuffed and paraded in front of his neighbors during a massive early-morning sting by law enforcement.
The problem: Authorities weren't looking for him. They were looking for his son, with whom he shares a name.
The other problem: That son, Charles David Ingles, has been dead for nearly seven years.
"When you hear your doorbell, you don't expect it to be anything, and then when you see police officers out there with guns drawn, saying 'Step out. You're under arrest. We have a warrant for you,' it's pretty unnerving," the 64-year-old attorney said.Ingles said he understands that mistakes can happen -- he's seen a number of cases during his career where fathers and sons have the same name -- but said officers Friday morning should have known immediately they didn't have their man.
They had [my son's] birth date... I'm 64. I have a different driver's license, different date of birth, different height, weight, different hair coloring. They absolutely knew it wasn't [me they were looking for]," he said.
The younger Charles David Ingles apparently was wanted on a misdemeanor obstruction of justice charge from McCook. Ingles said he explained to the officers that he knew nothing of the offense and that they had the wrong guy.
The officers ultimately let him go after providing them with his two sons' names and birth dates.
"They were looking at the warrant... they said, 'We're going to be able to settle this right here.' They knew that the warrant was for my son who had passed away," Ingles explained, adding that officers quickly left the area, never returning his driver's license.
"It was scary... it was embarrassing. My neighbors were all looking at me escorted out of my front door," he said.
Ingles said he'd like his ID returned to him and a personal conversation and apology from Cook County Sheriff Tom Dart, who he said needs to "get a handle on the people who are doing this."
"This is way out of line," said Ingles. "If they will do that to me, in the suburbs, who I am, imagine how they treat the minority people in the inner city."

They did their own thing with ISP and some shit jumped off. This happens! But dont blame CCSPD, we were in Maywood preventing another FREAKNIK!!!!

As he is always preaching at the Accountability meetings about giving no overtime and fiscal responsibility. We need money for lawyers, burr oak, hip hop concerts, new maternity wards, and what ever else dart can get media attention for. We all have to sacrifice except for Tom Dart.

The 16 inmates began work Monday at the David R. Lee Animal Center, 2741 S. Western Ave. – marking the first time jail inmates have been assigned to carry out duties off of the jail compound, a release from Cook County Sheriff Tom Dart’s office said. Inmates dispensed food and cleaned cages and kennel areas.

Under a contract approved by the Cook County Board of Commissioners and the Chicago City Council, the city will pay the sheriff’s office $231,059 a year to fund all inmate, officer and transportation costs associated with the program. Last year, the city spent $300,000 in overtime costs alone.

This makes sense for taxpayers on numerous levels – from saving the city money to putting inmates to work instead of having them simply sit in their cell,” Dart said. “We’re excited about this program and it’s got us looking at similar programs we can do.”

They say they are going to save money. They spent 300,000 on ot last year. They are going to pay sheriff 231,000 plus three full time Officers at 60,000 a year to watch the inmates. Thats a loss of 111,000 loss a year. How is this saving tax payers money.

Sheriff Tommy "Fluff" Takes Down Al “Boogie” Clemons! said...

Bond has been set at $30,000 for a Wisconsin man who brought a pit bull across state lines to sell for dogfighting, Cook County Sheriff Thomas J. Dart announced Friday. Al “Boogie” Clemons, 54, of Racine, Wisconsin, has been charged with one count of felony selling a dog for the purpose of fighting. He appeared in Maywood bond court on July 27th. In mid-July, the Cook County Sheriff’s Office Animal Crimes Unit received confidential information that Clemons was seeking to sell a 41 lb. female fighting pit bull. An undercover officer contacted Clemons, and was told the dog had already won two dogfights, and that she had a bloodline of champions. Clemons described the dog’s fighting style as “face fighting”, meaning the animal attacks the head and face of her opponent in order to incapacitate it. According to Clemons, the last fight the dog was in lasted 45 minutes, but she ultimately prevailed. Clemons and the undercover officer agreed to a price of $1500 for the pit bull, with Clemons delivering the dog on July 26th. Clemons met the undercover officer at the Miller Meadows Forest Preserve in unincorporated Maywood. Other officers were on the scene, providing backup in a surveillance van. Before the transaction was complete, Clemons attempted to show the undercover officer the pit bull’s fighting skills and aggressive nature, by “rolling” her on a chain with another fighting dog present. After several minutes, and before the fight could get violent, the undercover officer gave the signal, and police on the scene arrested Clemons. The pit bull was relinquished to the Cook County Sheriff’s Police and has been turned over to the Animal Welfare League in Chicago Ridge. Al Clemons next court date is July 28th in Maywood.

Ten Los Angeles motor officers have sued the city alleging that their supervisors retaliated against them for resisting traffic-ticket quotas, according to a court filing reviewed Thursday.

Attorneys for officers Philip Carr, Timothy Dacus, Kevin Cotter, Peter Landelius, Kevin Ree, Kevin Riley, Josh Sewell, Vincent Stroway, James Wallace and Jason Zapatka -- all of the West Traffic Division -- filed suit a week ago in Los Angeles Superior Court.

Among their allegations is that LAPD supervisors punished them for refusing to follow orders to implement traffic ticket quotas. They also allege that the amount of traffic tickets they produced was the basis for an illegal comparison among fellow West Traffic Bureau motor cops.

The punishments included being denied overtime and other unspecified benefits, as well as being given negative performance reviews.

The LAPD did not immediately comment on the allegations.

Ticket quotas are illegal under state law, since they can pressure police to write spurious tickets to meet the goal. The line between setting a quota and pushing officers to increase their productivity is a delicate one for field supervisors, who are often under pressure themselves to generate more citations.

In April, a jury awarded a pair of veteran LAPD officers -- also assigned to West Traffic Bureau -- $2 million after determining that LAPD supervisors had retaliated against the officers for complaining about alleged traffic ticket quotas.

Howard Chan and David Benioff, both veteran motorcycle officers with the department's West Traffic Division, sued the department in 2009, alleging that they had been punished with bogus performance reviews, threats of reassignment and other forms of harassment after objecting to demands from commanding officers that they write a certain number of tickets each day, according to the civil action.
That case dates back to late 2006, when command of the traffic division was handed over to Capt. Nancy Lauer. Chan and Benioff alleged in their lawsuit that Lauer and her sergeants and lieutenants made it clear to officers that they were expected to write at least 18 tickets each day. The number of tickets an officer wrote was recorded on their performance evaluation, the suit alleged.

The officers said that supervisors ranked them against other officers based on the number of tickets they wrote and cars they impounded, which is also a violation of state law.

Attorney Shaun Dabbe Jacobs, who argued the case for the city, tried to persuade jurors that the department had simply established broad goals rather than specific quotas, and that supervisors were trying to reduce traffic injuries and fatalities.

The officers testified they were ordered to scrap regular patrol assignments and sent instead to specific streets where they were more likely to catch motorists committing moving violations. Though not illegal, being sent to those so-called "orchards" or "cherry patches," they said, reinforced the belief that hitting ticket targets trumped other aspects of the job.

What did Deputy Munoz (allegedly) do?

First off they made him work in unsafe conditions by not properly staffing the lockup. He allegedly pulled the shackes out from a prisoner. The states Attorney saw the video and didn't want to proceed with the weak case. It wasn't until OPR and Dart put his pic on the sheriff's website and had him charged. OPR handcuffed him and paraded him around like a common criminal. Rumor had it that Dart and OPR wanted to proceed cause the scumbag inmate was an arab and it was politically motivated by Dart. What they did to him was a travesty. Dart is a rotten POS. Many told me the State thought it was a very weak case and didnt even want to press charges. Of course the coward norton concured with OPR and Dart after seeing the tape. But everyone else who saw the tape said it was a witch hunt from the begining.

He is so one sided it was pointless to talk to him about any problems you had cause he never wanted to listen to your side of the story. He let his lazy Lt.'s and Dumbass sgt.'s run the unit and didn't handle the problems or complaints the right way. Just to give you an idea on how shit of a case was brought by OPR and Dart against munoz. Only 3% of criminal cases get thrown out by the judge as early in the trial as the Munoz verdict was.The Judge saw the tape and was in shock charges were filed. Shows you how evil this administration is. Watch your back everyone. Fuck this administration as much as you can. If you dont have FMLA get it. Cause O.T and chaos. If you get in a fight with a prisoner take time off and sue. Treat these pieces of shit the way they treat us. What they did to munoz was a sin. Businesses and Industrial sections also appreciate seeing a car in their area.
Remember that it's the citizens and business's paying the taxes that result in our paychecks. Revenue from tickets and only a small portion, leaks down to the County's General Fund.
If you see an obvious violation-take the appropriate action. Nearly all stops are discretionary. If serious, the motorist deserves the ticket and possible arrest. There's nothing wrong with verbal warnings either. Treat that person, as long as they are cooperative, the same way you would want one of your family members treated if they are the one stopped. Then, definetly note the stop on your activity sheet including the license plate, reason and disposition of the stop so certain dictator bosses cannot accuse you of doing nothing during your tour.
(Which brings to mind-why is it that when promoted, graduating to the "Do-as-I-Say-and-Not-As-I-Do" Club, very few , if any Sergeants, Lieutenants, Baby Commanders and the like-anyone with a squad car and a pen-all of a sudden never encounters a traffic violator, DUI etc, make stops and write tickets? Or makes arrests? And why don't these chosen "leaders" have an Activity Sheet justifying their existence??).
I guarantee that YOU have done exactly the same thing at one time or another that you have that motorist stopped for.
A little compassion, especially the way the world is now will go a long way and also help restore the publics faith in the Police-something desperatly needed especially in our Department.
Remember, treat the motorist the same way you would want one of your family members treated. And note that stop on your sheet!
Be careful out there, back each other up and let's try to bring things back to normal!

Being a policeman is not just a job it is who we are and our families are, they live and breath through what we do everyday. Most dont understand that because in the end they dont do what we do. OPR Screws the POOCH once again..

Less than 10 days after a Circuit Court Judge renders a Directed Finding of not guilty for a Deputy Sheriff charged with Official misconduct and battery, another Circuit Court Judge finds that OPR did not have the evidence to charge a Court Services Lieutenant with a violation of the Drug Free Workplace Policy.

Of course these guys cannot recoup the damage that has been done to them as well as their families.

Sheriff Dart please take a look at YOUR OPR. Please either reel them in or shut them down.

OPR is more abusive and oppressive than Michael Vick at an eviction.


In closing I hope that LT. remembers what was done to him, and who did it, because it certainly was not any one with a silver star.

I'm new to this blog, but not new to the county. One thing that jumps out at me about all of these post is that everyone here shares the same common desire. That is; a fair, equal and professionally run department. This blog is great for venting, but it wont bring change. However, there are systems in place that will. For instance, the ILESTB has a complaint that you can file to force a Chief/Director etc... to do the job they are charge with or face removal, just for starters. And, how many of you have witnessed an incompetent supervisor violate some one's right, but did not report it. We just talk about it among each other. If we are going to have change, we have to put it in writing and present it to outside agencies that can actually bring change. It wont happen overnight.

Over one thousand dogs intended for consumption were rescued by Thai authorities on Thursday evening, reports AFP.
Four trucks were stopped in the Nakhon Phanom province of northeastern Thailand. According to the Daily Mail, police swooped in with two raids near the Laos border. The trucks were stacked high with dogs stuffed into tiny cages, and 119 dogs were already dead.
According to a Nakhon Phanom livestock development official, the dogs died either from suffocation, or from being thrown from the trucks when the alleged traffickers tried to flee the scene.
The dogs were being sent across a Laos river and into Vietnam. Police case officer Captain Prawat Pholsuwan told AFP that two Thai men and a Vietnamese man have been charged with trafficking and illegally transporting animals. The men face a maximum punishment of one year in jail and a fine of up to $670.
According to police, traffickers are known to round up stray dogs in rural Thai villages, and sell them for up to $33 per dog in Vietnam.
The Daily Mail reports that these dogs were “destined to be cooked and eaten.”

An amusing story in the comment section:

So last week the Commander of 002 was on the hot seat at the "Comcast" meeting. He noted that his contact cards went from 184 during this period last year to over 730 for the same period this year. McNutty then asks how many resulted in warrant arrests. A total of 7 arrests were made. He wants to know if this is normal. One arrest per 100 contacts? No one says a word. So he says it sounds fishy.

This week it is E Washington's turn. His contact cards are over 1000 in the last period, This time, the new "Comcast" guy CM asks him how many of those cards were run for warrants to which EW says that all were run over PDT or on the air. CM then pulls out a pile of papers and says that they took a sampling of his contact cards and found at least 4 warrants. Tells EW that this time he gets a pass but that in the future, the bosses will be held accountable for any warrants they find. He said that Commanders need to know what their "Cops" are doing out there and that if they are just getting contact cards to get numbers, that will not do.

Again, not one boss stood up and said, "hey, that's how we do it here." You want cards generated, we will generate them but now you want name checks on each one, that will take for ever. Expect the numbers to go down.

Someone needs to explain to the new guys how Chicago does things so they can get off the high horse they rode in on. All these changes that they said needed to be made are not going to happen without the approval of the REAL people running things, the reverends, Mayor and politicians.

Business as usual.
Evidently, CompStat is going to be a "Gotcha!" type meeting. One week, a commander gets chastised on the number of Contact Cards generated. The next week, a different commander covers the contact card numbers, but they spring a "sampling" that resulted in a few warrants, so they rip on that commander. No matter that LEADS is down a sizable percentage of the time. No matter that some warrants were issued days after contact is made with a suspect. No matter that certain OEMC dispatchers blow off dozens of name checks every day with "no record" replies.

Evidently, it's all going to be about the ability to humiliate. Not that we have a problem with gold stars being taken down a peg or three - it's nice to see shit running uphill for once in this department. It just seems like a poor way to run an organization and an even poorer way to get results.

***"Compstat" would be akin to our accountability meetings, which as we all know...the only ones ever accountable, are the guys actually doing the fucking work! I really see a correlation to our Dept. in the article and thought it relevant for discussion.

You know exacty what a "savage" refers too.

Second, obviously you are not a Police Officer, a county employee maybe, but definitly not P.O. or you would know what OUR Traffic Nazi's actually do for their tour.

-TN's prey on unsuspecting soccer moms and older Hispanics just trying to get from one job to the next.

The Nazi's rarely stop African-American or young Hispanic drivers as this is viewed(by the traffic Police) as having a probability of confrontation, or other events(ie. warrants, narcotics, etc.) and could get them involved in more than just a few tickets.

Instead, It's "blinders on" and off they go playing leap frog on I-90 or towing the family minivan.
Being Black, White or Hispanic shouldn't matter to us when we're doing our job.

Once again the topic of "priorities" comes up. Yeah, car insurance is a bitch, but it's the law. If you buy Mickey D's for dinner everynight and miss your payments, you should be taking the Pace bus while you're (looking for work Ha Ha)job searching.

A Cook County sheriff’s deputy was acquitted earlier this month on charges that he knocked a handcuffed man unconscious by pulling on his leg shackles and sending him crashing face first into the concrete floor.

But although Rafael Munoz, 35, was cleared of the assault, the sheriff’s Office of Professional Review is still recommending he be terminated, sheriff’s spokesman Steve Patterson said, pointing to surveillance video he said shows Munoz attacking the man in police custody.

“We are surprised with the judge’s ruling given the frame by frame evidence on the videotape,” Patterson said Monday.

The man Cook County prosecutors said was beaten by Munoz suffered a fractured nose, broken teeth and lacerations to the face and nose as a result of last year’s incident, authorities said.

Munoz’s attorney Tom Needham said he never had to present his case since the Judge Thomas Tucker acquitted Munoz after prosecutors presented their case in Maywood during a one-day bench trial on Aug. 4.

“The judge ruled on a directive finding. My client was ready to testify that he [the man in police custody] fell because he was drunk or dizzy,” Needham said.

The then 40-year-old man was awaiting a bond hearing in Maywood for driving under the influence when prosecutors said Munoz viciously tripped him.

Needham said the man, fitted with handcuffs and leg shackles because he was resistant, started pounding his head in the jail cell over 200 times in an 11-minute span.

The man was apparently trying to complain that his handcuffs were “too tight and painful,” state’s attorney’s spokesman Andy Conklin said at the time.

That’s when authorities say Munoz went into the cell with another deputy and “lifted and pulled” on the man’s leg shackles, causing him to fall.

Munoz, of Norridge, has been a courthouse deputy since 2006. He has been suspended without pay and the recommendation to terminate him is pending.

“It would be a shame if his career were terminated over this incident,” Needham said.

Directed Finding means the case should never have been there in the first place.

I am "Surprised" the Judge did hold OPR in contempt for bringing such a frivolous case to trial.

I am "Surprised" Patterson has not been arrested for stealing oxygen.

In the very near future Patterson may have to Apologize to the Tax Payers of Cook County.

If only half of the Sheriff's Employees who have been "Touched" by OPR file suit and prevail, there is sure to be a
TAX INCREASE

Then Patterson can tell us all how Surprised he is the Judge awarded Millions......

"CHEAP HIREBACKS"

I know alot of PO's have bills to pay ect. and that alot of you on the job are over extending yourselves financially etc. for whatever reason but to work these township hirebacks for $27.50 an hour is really insane and I for one refuse to do it.
STOP! working these hirebacks at this low and unfair rate, each of you should be working these hirebacks at least at your regular hourly rate.
The union should take control of this issue now!, give it up for 90 days and see how fast the county township administrators hike up the hourly rate for these hirebacks.
