Hanover Park Mayor Rod Craig assumed that three suspected illegal immigrants accused of assaulting two of his village’s police officers would be in the custody of immigration officials, not released back into the community.
But that’s exactly where Herlinda Cazares, Carlos EcheverrÃa and Francisco Paredes can be found after posting bond despite their immigration status and felony charges including aggravated battery, resisting arrest and attempting to disarm a police officer.
Under an ordinance passed earlier this month by the Cook County Board, a suspected illegal immigrant charged with anything from a traffic violation to first-degree murder can be freed on bond, even when federal authorities ask to have them detained for possible deportation.
“They’re walking out the front gates like anyone else,” sheriff’s spokesman Steve Patterson said.
It’s a new policy Craig believes threatens law enforcement and the citizens they’re trying to protect.
“Releasing (an illegal immigrant) who committed a forcible (serious) felony is wrong,” Craig said. “That’s someone who doesn’t care about becoming a good citizen, or care about the things we value in our community.”
Craig is now reaching out to both Cook County Sheriff Tom Dart and Board President Toni Preckwinkle in hopes they will reexamine the county ordinance, spurred on by the confrontation that took place at 12:15 a.m. July 31.

Prosecutors: Detective made lewd remarks to woman
A Chicago police detective has been found guilty of disorderly conduct and ordered to undergo a sex offender evaluation after he made lewd remarks to a woman at a North Side insurance company, officials said.
Richard A. Milz, 41, was sentenced to a year supervision Tuesday by Cook County Circuit Court Judge Anthony Calabrese, who also ordered the evaluation, according to Andy Conklin, a spokesman for the Cook County state's attorney's office.
Milz was accused of entering a North Side insurance agency in the 1200 block of West Victoria Street on April 1 and telling a clerk he was a firefighter. He then told the woman he was a new hire at a nearby firehouse and was undergoing an initiation and had to ask her some questions, Conklin said.
Milz, described in court records as 6 feet tall and weighing 240 pounds, then went into a restroom and changed into spandex pants, officials said. He came out and stood in front of the clerk and made several references to his genitals, Conklin said.
The clerk called police. Milz was identified and was taken into custody on April 21, officials said. His address was listed in the police report as 2111 W. Lexington Ave., where the city's 311 operations center is located.
Milz has been employed with the Chicago Police Department since 1994 and is listed as a detective, according to records.
A spokesman for Police News Affairs said he was still employed by the department but has been stripped of his police powers pending an administrative investigation.

In her letter dated Sept. 27, Preckwinkle thanked Craig for expressing his concern and shared his concerns about police officer safety.
But she added, “I think it is also important to recognize that this is about increasing safety in the community, serving the taxpayers better, and, ultimately, this is about keeping families together.”
She said there have been troubling inconsistencies in the current U.S. Immigration and Customs Enforcement policies in place at the county jail, calling the new ordinance “a great step forward toward a more suitable, fair policy.”
“Moreover, there are troubling inconsistencies in the way bond is set in cases like the one you describe,” she added.
The prior policy of detaining suspected illegal immigrants, Preckwinkle wrote, acts as disincentive for the thousands of Cook County immigrants, including legal immigrants, to cooperate with local law enforcement and “places a great strain on our communities.”
“That’s why my office worked with Commissioner (Jesus) Garcia, the sheriff and the state’s attorney to develop an ordinance that will ensure we strengthen public safety while reducing the burden on taxpayers” she wrote.
Craig on Sunday said he finds Preckwinkle’s response to his criticism “a little troubling.”
“She seems to have a dilemma with supporting law enforcement. That I don’t really understand,” he said. “They need to take a hard look at what it is they are doing.”
Craig said he was puzzled by the reference to “keeping families together.”
“(When) elected leaders find themselves in a position to support individuals who are under arrest with serious felonies (it) is a breakdown in our society,” he said.
Craig’s criticism stems from the July 31 arrest of three men, suspected of being in the country illegally, on charges of aggravated battery, resisting arrest and attempting to disarm a police officer in connection with a confrontation with a pair of police officers.
The suspects were released after posting 10 percent of their $5,000 bail, despite a detainer request by ICE agents.

According to what I was told,the Sheriff's SEED Policy will be used to determine who is eligable for promotion.Go to his web site and read it if you want to be really Pissed off.

Big controversy between the city and ILEAS. It seems that when the burbs came into town to help during O'Bama's election that this being a preplanned event, ILEAS asked the Superintendent for indemnity. J-Fled stonewalled them all the way upto the election eve. The suburbs came in (thanks guys!)anyway.
The suburban mayors and village managers had a fit about this as their asses were out in the wind if one of their officers got hurt, shot someone, etc. Fool us once; They vowed that this will not happen again.
So during the preplanning for G8, CPD went to ILEAS and asked for help again. ILEAS said no problem but where is our indemnity? And whle your are at it, is there any hope and change money out there to cover OT, hirebacks, fuel, etc? The city backed off.
No reason to speculate further guys, this is the real deal.

The above poster is absolutely correct! The City is balking at indemnifying reponding agencies that respond to the ILEAS activation. I send 10 of my guys, with 2 Sergeants and 7 vehicles(2 fully equipped SUV's with tactical gear) to the Presidents Election Night activation,without that indemnification, and trust me I heard about it from my bosses. Why? because it is/was the right thing to do. I also ate the approx $3k in OT,gas, meals etc out of my budget. We are all in this together, especially in the rough economy. Absent that idemnification I think the City will have a tough(er) time getting that type of response, and trust me you will need that and more with the upcoming Summits.

Every Thursday since the arrest of his son July 30, Neal Tarshis rolls his wheelchair to a bus stop to begin a trek to Cook County Jail.
“I see him as much as they let me,” says Tarshis, over the rumble of the #93 bus. “I want him to know someone cares.”
Tarshis, 63, in a wheelchair because of severe arthritis, lives in Astoria Place, a nursing home at 6300 N. California. It is a two-hour, four-bus commute — the #93 to the #82 to the #126 to the #94 — to get to the jail at 3000 S. California. Once, he says, he made the trip only to find he couldn’t get in to see his son.
“I went with Neal,” said a friend. “They changed visiting hours without notice. They didn’t treat him nice. It was a nightmare.” Tarshis wrote to me to complain, and since I couldn’t go back in time and observe how he was handled or mishandled at the jail, the thing to do was to go with him and watch.
Some 11,000 prisoners live at the jail, giving it the population of Edison Park. The mayor of the jail, so to speak, is Sheriff Tom Dart, and if you expect him to be defensive about mistreated visitors, you’d be wrong.

Two hours is a long time on buses, and Tarshis reminisces about his son, a Navy vet.
“I have so many memories of when he was little,” said Tarshis. “He was very intelligent, very responsible. He got A’s in all his subjects. He’s not a bad child, he’s sweet.”
His son, 36, has too many problems to summarize here. Suffice it to say this is his third time in jail, not for a grave crime — he didn’t kill anybody — and I’m not using his name to make it easier if he pulls himself together.
Tarshis and I join a long line outside the tall concertina wire-topped fence around the jail. The guards take us five at a time, ordering us to have our IDs ready, reminding us that we cannot bring in cell phones or pens.
Once, visitors were told to bury their contraband in the bushes outside. Now Dart has been installing vending machine lockers.
We go through metal detectors and are frisked by guards; their manner is severe but not rude and I get the impression that so long as you immediately do exactly what they say it goes smoothly, but that any hesitation or resistance might invite rougher treatment.
We give our names, wait more, then are ushered into a long room, 15 at a time, with stools bolted to the floor. Fifteen prisoners in sand-colored jail garb emerge on the other side of the Plexiglas. It’s loud and hard to hear. The jail used to use phones, but those were destroyed by angry inmates and visitors. Now there is a round red metal plate, the holes staggered to keep drinking straws filled with cocaine from being pushed through.
His son, gaunt, his head closely sheared, is all jangly intensity — I expected to watch him and his dad talk, but he wants to talk to me, a compressed stream of complaint and indignation about the jail. Next to us, a mother puts a toddler on the counter and the girl presses her hands flat against the glass.
That’s another issue Dart grapples with — there can be a child at one spot, a profanity-laced tirade at the next, and a woman holding up her shirt to flash her breasts at a third.
“There are loads of kids there,” said Dart, proud father of five kids. “And a strong part of me says that’s not a good environment for any child. I don’t want kids seeing this stuff. The other side is, if they’re connecting with their father, that’s a good thing, too. We can’t do it any other way because we have so many visitors, so many prisoners. You want to make it better. I’m struggling how to pull that off.”
Dart would like remote video visits, to save families the trip, but “there’s no money.”

Numerous deputies responded to the third-floor courtroom at 26th Street and California Avenue a little after 1 p.m. and had to use disabling chemical on Parker before getting him under control, Patterson said.
The deputy was taken to Mount Sinai Hospital, where his injuries were not considered to be life-threatening. An exact condition was not available.
Parker was taken to Saint Anthony Hospital for evaluation, Patterson said. Additional criminal charges for the attack were being prepared.
The clerk's office at Maywood seemed pretty quick and efficient to me. I walked in and got what I needed in 5-10 minutes.

To wit: Sneed hears Dart is this/close to announcing a plan requiring inmates kick in for the cost of feeding them while they are locked up. Dart’s plan, pending review by county attorneys, would take any money inmates have placed in commissary accounts and apply it to their meals before the money can be used for things like snacks or deodorant. While not every inmate will have enough money to pay for the meals, Dart figures every little bit helps in covering the expense of three meals a day for the 9,000 inmates.

If Dart’s office follows Hennessey’s path or if GarcÃa’s legislation wins approval, Cook County could become the nation’s largest local jurisdiction to halt blanket compliance with ICE holds.
Over the years Dart has taken steps to reduce the jail’s role in immigration enforcement. The sheriff’s office says it no longer calls ICE with information about inmates. Hanover Park Mayor Rod Craig assumed that three suspected illegal immigrants accused of assaulting two of his village’s police officers would be in the custody of immigration officials, not released back into the community.
But that’s exactly where Herlinda Cazares, Carlos EcheverrÃa and Francisco Paredes can be found after posting bond despite their immigration status and felony charges including aggravated battery, resisting arrest and attempting to disarm a police officer.
Under an ordinance passed earlier this month by the Cook County Board, a suspected illegal immigrant charged with anything from a traffic violation to first-degree murder can be freed on bond, even when federal authorities ask to have them detained for possible deportation.
“They’re walking out the front gates like anyone else,” sheriff’s spokesman Steve Patterson said.
It’s a new policy Craig believes threatens law enforcement and the citizens they’re trying to protect.
“Releasing (an illegal immigrant) who committed a forcible (serious) felony is wrong,” Craig said. “That’s someone who doesn’t care about becoming a good citizen, or care about the things we value in our community.”
Craig is now reaching out to both Cook County Sheriff Tom Dart and Board President Toni Preckwinkle in hopes they will reexamine the county ordinance, spurred on by the confrontation that took place at 12:15 a.m. July 31.
Mayor Craig, Good luck with that idea. It's just to bad that these three Felon's didn't commit their crimes on Cuntwinkle, Dart and Patterson's heads so that the issue could really be addressed properly.

Prosecutors: Detective made lewd remarks to woman
A Chicago police detective has been found guilty of disorderly conduct and ordered to undergo a sex offender evaluation after he made lewd remarks to a woman at a North Side insurance company, officials said.
Richard A. Milz, 41, was sentenced to a year supervision Tuesday by Cook County Circuit Court Judge Anthony Calabrese, who also ordered the evaluation, according to Andy Conklin, a spokesman for the Cook County state's attorney's office.
Milz was accused of entering a North Side insurance agency in the 1200 block of West Victoria Street on April 1 and telling a clerk he was a firefighter. He then told the woman he was a new hire at a nearby firehouse and was undergoing an initiation and had to ask her some questions, Conklin said.
Milz, described in court records as 6 feet tall and weighing 240 pounds, then went into a restroom and changed into spandex pants, officials said. He came out and stood in front of the clerk and made several references to his genitals, Conklin said.
The clerk called police. Milz was identified and was taken into custody on April 21, officials said. His address was listed in the police report as 2111 W. Lexington Ave., where the city's 311 operations center is located.
Milz has been employed with the Chicago Police Department since 1994 and is listed as a detective, according to records.
A spokesman for Police News Affairs said he was still employed by the department but has been stripped of his police powers pending an administrative investigation.

She said there have been troubling inconsistencies in the current U.S. Immigration and Customs Enforcement policies in place at the county jail, calling the new ordinance “a great step forward toward a more suitable, fair policy.”
“Moreover, there are troubling inconsistencies in the way bond is set in cases like the one you describe,” she added.
The prior policy of detaining suspected illegal immigrants, Preckwinkle wrote, acts as disincentive for the thousands of Cook County immigrants, including legal immigrants, to cooperate with local law enforcement and “places a great strain on our communities.”
“That’s why my office worked with Commissioner (Jesus) Garcia, the sheriff and the state’s attorney to develop an ordinance that will ensure we strengthen public safety while reducing the burden on taxpayers” she wrote.
Craig on Sunday said he finds Preckwinkle’s response to his criticism “a little troubling.”
“She seems to have a dilemma with supporting law enforcement. That I don’t really understand,” he said. “They need to take a hard look at what it is they are doing.”
Craig said he was puzzled by the reference to “keeping families together.”

Big controversy between the city and ILEAS. It seems that when the burbs came into town to help during O'Bama's election that this being a preplanned event, ILEAS asked the Superintendent for indemnity. J-Fled stonewalled them all the way upto the election eve. The suburbs came in (thanks guys!)anyway.
The suburban mayors and village managers had a fit about this as their asses were out in the wind if one of their officers got hurt, shot someone, etc. Fool us once; They vowed that this will not happen again.
So during the preplanning for G8, CPD went to ILEAS and asked for help again. ILEAS said no problem but where is our indemnity? And whle your are at it, is there any hope and change money out there to cover OT, hirebacks, fuel, etc? The city backed off.

The above poster is absolutely correct! The City is balking at indemnifying reponding agencies that respond to the ILEAS activation. I send 10 of my guys, with 2 Sergeants and 7 vehicles(2 fully equipped SUV's with tactical gear) to the Presidents Election Night activation,without that indemnification, and trust me I heard about it from my bosses. Why? because it is/was the right thing to do. I also ate the approx $3k in OT,gas, meals etc out of my budget. We are all in this together, especially in the rough economy. Absent that idemnification I think the City will have a tough(er) time getting that type of response, and trust me you will need that and more with the upcoming Summits.

“I see him as much as they let me,” says Tarshis, over the rumble of the #93 bus. “I want him to know someone cares.”
Tarshis, 63, in a wheelchair because of severe arthritis, lives in Astoria Place, a nursing home at 6300 N. California. It is a two-hour, four-bus commute — the #93 to the #82 to the #126 to the #94 — to get to the jail at 3000 S. California. Once, he says, he made the trip only to find he couldn’t get in to see his son.
“I went with Neal,” said a friend. “They changed visiting hours without notice. They didn’t treat him nice. It was a nightmare.”
Tarshis wrote to me to complain, and since I couldn’t go back in time and observe how he was handled or mishandled at the jail, the thing to do was to go with him and watch.
Some 11,000 prisoners live at the jail, giving it the population of Edison Park. The mayor of the jail, so to speak, is Sheriff Tom Dart, and if you expect him to be defensive about mistreated visitors, you’d be wrong.

Tarshis and I join a long line outside the tall concertina wire-topped fence around the jail. The guards take us five at a time, ordering us to have our IDs ready, reminding us that we cannot bring in cell phones or pens.
Once, visitors were told to bury their contraband in the bushes outside. Now Dart has been installing vending machine lockers.
We go through metal detectors and are frisked by guards; their manner is severe but not rude and I get the impression that so long as you immediately do exactly what they say it goes smoothly, but that any hesitation or resistance might invite rougher treatment.
We give our names, wait more, then are ushered into a long room, 15 at a time, with stools bolted to the floor. Fifteen prisoners in sand-colored jail garb emerge on the other side of the Plexiglas. It’s loud and hard to hear. The jail used to use phones, but those were destroyed by angry inmates and visitors. Now there is a round red metal plate, the holes staggered to keep drinking straws filled with cocaine from being pushed through.
His son, gaunt, his head closely sheared, is all jangly intensity — I expected to watch him and his dad talk, but he wants to talk to me, a compressed stream of complaint and indignation about the jail. Next to us, a mother puts a toddler on the counter and the girl presses her hands flat against the glass.
That’s another issue Dart grapples with — there can be a child at one spot, a profanity-laced tirade at the next, and a woman holding up her shirt to flash her breasts at a third.
“There are loads of kids there,” said Dart, proud father of five kids. “And a strong part of me says that’s not a good environment for any child. I don’t want kids seeing this stuff. The other side is, if they’re connecting with their father, that’s a good thing, too. We can’t do it any other way because we have so many visitors, so many prisoners. You want to make it better. I’m struggling how to pull that off.”
Dart would like remote video visits, to save families the trip, but “there’s no money.”
The next court date for Neal Tarshis’s son is Nov. 2, which means one thing. “I get to make four more visits,” he said.)

The deputy was taken to Mount Sinai Hospital, where his injuries were not considered to be life-threatening. An exact condition was not available.
Parker was taken to Saint Anthony Hospital for evaluation, Patterson said. Additional criminal charges for the attack were being prepared.

So why did the last incident at ccb darts spoksmen said the were noT going to press charges cause it was an emotional situation despite the female having bite marks on her neck. Its easy for you to say, but when they threaten your career not to press charges, to make Dart look good to an illegal alien family its hard to say fuck you.

Dart’s plan, pending review by county attorneys, would take any money inmates have placed in commissary accounts and apply it to their meals before the money can be used for things like snacks or deodorant. While not every inmate will have enough money to pay for the meals, Dart figures every little bit helps in covering the expense of three meals a day for the 9,000 inmates.

Dart this month told WBEZ his staff was exploring legal options for releasing some of these inmates. The sheriff said his review began after he noticed that San Francisco County Sheriff Michael Hennessey had ordered his department to quit honoring certain ICE detainers beginning June 1.
If Dart’s office follows Hennessey’s path or if GarcÃa’s legislation wins approval, Cook County could become the nation’s largest local jurisdiction to halt blanket compliance with ICE holds.
Over the years Dart has taken steps to reduce the jail’s role in immigration enforcement. The sheriff’s office says it no longer calls ICE with information about inmates. The sheriff no longer allows ICE agents in holding cells near bond courtrooms. The cemetery is NOT charging for the exhumation, DNA testing is done by the State, Asset Forfeiture can be used wherever it's needed as long as it's Law Enforcement related and who taught you how to spell SHERIFF?
