Some regulations on cemeteries in Illinois will soon be scaled back. On Monday, Gov. Pat Quinn signed a bill that reduces licensing fees and penalties for some infractions.
A few years ago, the state legislature passed stricter regulations after it was discovered workers at Burr Oak Cemetery in Chicago's south suburbs were digging up bodies and then reselling the plots.
"The individuals that did the horrific tragedy at Burr Oak, the way that this language is currently written and passed and signed now, would allow them to come back to work at Burr Oak without any questions," said Frank Bilecki, a spokesman for Cook County Sheriff Tom Dart.
Dart's office investigated the scandal at Burr Oak.
Bilecki criticized parts of the new law, saying employees at cemeteries should have to get background checks.
Meanwhile, supporters of the measure say the penalties were too burdensome on cemeteries that did nothing wrong.
State Sen. Emil Jones, III, a Chicago Democrat, said the new law will be good for smaller cemeteries, many of which are run by municipalities or not-for-profit groups.
"Cemeteries are modest enterprises, they're not cash cows," Jones said. "For a lot of rural areas and smaller towns you have volunteers who come in and work at the cemetery. They should not have to go through the process of being fingerprinted and going through a background check."
The morgue thing might have been what prompted Preckwinkle to make her announcement about the Sheriff's Police. However the wheels have been in motion to attempt to eliminate the Police since she got in office. In early November 2011, she created a task force to look into just that possibility. This task force was stacked against us from the start. It has 3 people with direct ties to The Civic Federation, (a nonpartisan political think tank that has advocated eliminating the police for years) and 1 person with indirect ties to them. A county commissioner from the north who is always against us, and the husband of a state rep who campaigns for Preckwinkle. This isn't a spur of moment decision because one politician embarrassed another. This is a well orchestrated plan to eliminate the police under the guise of of forming a task force where it's recommendation was already predetermined. It's like ordering my infant son to consider if I'm the coolest man he knows. First off he doesn't know that many people, I have the ability to make fart noises for twenty minutes at a time and I feed him. I don't need to put him in a "task force" possibly pay him gobs of money to figure out that his task force will in fact determine I'm the coolest man he knows. Maybe she doesn't like Dart and that's what started all this I don't know. But I do know this she doesn't like the Sheriff's Department at all. She's gotta get voted outta office, The unpaid furlough days for nonessential personnel, hiring freezes, job cuts, weekend court closures, political grandstanding, and staff shortages, have to go just like her and her one term in office.

Chicago - The Catholic Archdiocese of Chicago is offering to pay for up to 300 burials for the bodies currently being held at the Cook County Examiner’s office.
Cook County Sheriff Tom Dart announced in a release Wednesday that Roman Szableski, Executive Director of the Catholic Cemeteries of the Archdiocese of Chicago offered to come to the aid of those who couldn’t afford to bury relatives being held at the county’s morgue.
The Catholic Cemeteries has offered the county up to 300 graves.
Dart says recent discussions about the “crisis at the morgue” and its current condition steered the talks with Szableski to what could be done both short term and long term to help address the problems exposed over the last couple weeks.
The offer from Catholic Cemeteries would bear no cost to the county. It would include up to 300 burials to be conducted like any other ordinary, paid burial, the sheriff’s office said. The number of bodies requiring burials will dictate the locations, but some of the including locations include Mt. Olivet Cemetery and other local Catholic cemeteries.

After two years of on-site monitoring and reports of activity, U.S. District Court Presiding Magistrate Judge Sidney I. Schenkier has delivered a first-of-its-kind ruling affirming that Sheriff Thomas J. Dart is operating an office free from those influences.
“Dart has made compliance with the Shakman principles a priority not just in words, but in actions,” Judge Schenkier said in one court hearing. “He has … gone beyond the minimum to create an office that will be free of political influence that’s improper and he is to be congratulated for the commitment that he has demonstrated.”
“While it took a lot of hard work to reach this point, it was an easy decision to operate an office in this fashion,” Sheriff Dart said. “Private businesses hire the most qualified and talented employees for a position and that’s the same way public agencies should operate. When public employees know it is their hard work – and nothing else – which will determine how successful they are in their careers, it is the public who benefits the most.”
Sheriff Dart tabbed Robert Shannon and Brette Bensinger of Hinshaw & Culbertson LLP to represent the office in the proceedings, while he also appointed top staffers, headed by his Chief of Staff Brian Towne, to work closely with Judge Meacham and his staff. Through that work, protocols were developed to ensure that no political influence can come into personnel practices, even after Dart is no longer sheriff.
Filings by monitors noted Dart’s “effort is unmatched by any other” office under the Shakman Decree and the way the office is now operated produces “a better, fairer and more functional office” where “the benefit to the public … while difficult to quantify, is considerable.”
Since the December finding that the office was in “substantial compliance,” monitors have continued to see through the decisions of 22 pending investigations of employees being conducted by the independent Office of Professional Review.
With those cases resolved and Shakman satisfied that no political influence went into employment decisions, Judge Schenkier dismissed the office from the complaint – meaning taxpayers will no longer continue to pay to fund Shakman monitoring or associated legal fees. Since 2008, the office has spent approximately $5.3 million on Shakman-related expenses.

We have seen many low life rats on this job over the years. Not many top this. Just think about this for a minute. I have to work with this Sgt. It's not like it used to be.
At some point this inter-departmental battle will end (I hope), and with that being said, let me direct your attention to a more serious matter at hand- the upcomming NATO/G-8 summit!
While there is sure to be a mix of protesters, both peaceful and resistant, other individuals such as anarchists and just plain old flashmobbers / gangbangers will be decorating the streets of Chicago and the surrounding suburbs.
There is much debate as to what our roles as county employees (all 3 departments) will be, but I feel confident that most of us will be involved in some part of crowd control, weather it is on the streets or at the front steps of a courthouse or a riot within the jail.
Bear in mind that you do not have to physically be present at a given location to disrupt order. I found this video link to shed light on a possible cyber-attack which could jeapordize our safety.

Cook County Sheriff Tom Dart tells WGN news information he's gotten from two attorneys who think serial killer John Wayne Gacy didn't act alone is worth further examination.
The Chicago lawyers who spoke to WGN’s Larry Potash in his report Thursday night also spoke with Dart today.
Dart says they presented some new evidence regarding three of the 29 victims found on Gacy's property back in 1978. The sheriff says the theories the two lawyers presented are plausible.
The two lawyers presented names to Dart as to possible accomplices to the murders for which Gacy was executed in 1994, all of which Dart says he'll consider.
Would'nt it be ironic if all the victims him and Detective Moran found so far have been alive but gacy's accomplice is dead.

I know it sucks. The thought of sitting in a courtroom and doing absolutely nothing would be awesome. Just think of it. No answering calls, No weekends, No holidays, and when you go home no BS phone calls, and still getting paid. It would be like winning the lottery. We could only be so lucky.

“We’re going to have a tilapia farm in a couple of weeks. We’re going to raise and sell the fish,” Dart said during a speaking engagement at St. Xavier University.
“The waste, I’ve been informed, is really high-grade fertilizer and we’ll use it on our gardens,” Dart said.
Sheriff’s spokesman Frank Bilecki said Friday the fish tanks, located at the sheriff’s boot camp, 2801 S. Rockwell Ave. in Chicago, will be stocked in a few weeks.

Very clever, and we all have seen how well Shakeman has worked out. I think you have improved everyone's moral with that laugh.
I have been a sworn member of the Sheriffs Dept. for 20 years. I have taken and passed every promotional exam the department has offered. I have zero discipline in my file and have an abundance of sick time. I only have one question for you. How can you honestly say this department is legit when to become a chief here or get promoted all you have to do is be a neice of a county comissioner? Or a nephew of a former sheriff? Or the son of a former Chied Dep. Sheriff? Or a brother of a judge? Or a best friend of a 1st. Asst. Chief Dep.? Or my favorite, an aldermans son? The fact that tax payers/voters are obviously either uninformed or just plain stupid is the only reason this administration doesnt come tumbling down. ITS TIME TO INFORM THE MASSES!!!!!!!!!!!!
A couple of topics to address from the Jan/Feb 2012 reading:
1.) the Forest Preserve P.D. and the Forest preserve as a whole is safe AND WILL ALWAYS BE SEPARATE FROM THE SHERIFF. There are federal dollars at play that would be lost if C.C.S.P.D. took them over. Also, C.C.F.P.D. make A LOT LESS MONEY then a Sheriff's Police officer. NOT HAPPENEING!
2.) The Sheriff's Police layoff threats are real. IF THIS CAN BE PULLED OF IT WILL! There are some revenue thirsty suburbs out there. There is very little support for the C.C.S.P.D. outside of the C.C.S.P.D. They speak of all the services provided by them, but as it happens in the suburb I work for we end up beating them to their own calls and backing them up most of the time. 3.) If Fluffer can get rid of C.C.S.P.D. outright and send all of them to the D.O.C. he has a good chance of meeeting/exceeding the mandate and possibly getting it lifted. This is very much a possibility and something he would like as it would free him to do what county elected officials do best with Cook County taxpayer dollars. 4.) Glad I am out of there - more money, no divide and conquer separation of departments, and no threat of being in the unemployment line or D.O.C.

Well gee now, how does one get to land in an A/C do nothing spot, in crook county??? Lets just say after a five or more year absence in a warm tropical climate trying to find yourself. To be able to come back to crook County and land not just in the spot you had before you left but in a upper command staff????? Three officers that were terminated for allegedely working a side job in Berwyn..Got the letter same judge that ruled for the county in novenmber overturned her decision and sent it back to the merit board. How can the people that are placed there by the sheriff are the ones who decide your fate...hey are told what to do. all the way up to the judge herself... fellas be carefull the whole system is screwed up if they want to do anything to you they will and noone will stop them.....If the judge says termination was to excessive ..what happens now at the merit board and what are we looking at for backpay, pain and suffering, pension, senority.. any info will be highly appreciated.. been gone two years and lost everything...

When it goes back to the Merit Board they will have to decide on how many days you will catch. The max number of days you can catch is 180. Looks like you already served your time if you've been out for two years. You will get all the remaining days as backpay and you will only lose the suspension days off of your seniority. Once the Merit Board gets it they will act on it fast because they know everyday they hang on to it you will be getting backpay. There is no pain and suffering unless you sue the county in civil court. Congrats and good luck.

He says the Sheriffs Police are going to patrol Lake Michigan and the Chicago River. That's only going to be for a short time until the Sheriff builds a moat around the jail. Then they will patrol the moat. Anybody at DOC hear that?

I heard that MAVERICK is going to be sheriff and he is going to impart his extensive knowledge to all of the Sheriff's police on how to capture the worlds most dangerous criminals while they are in transit

Well its been confirmed. Talk to my friend in Preckwinkles office told me she was contempalting cutting SP for two years. It was put on the back burner until Dart tried to embarrass her over County Morgue. She said preckwinkle is for real just waiting for the right time. Why did Dart even get involved in this stupid county morgue shit? I mean isn't there some sort of political protocal of not publically bad mouthing a fellow democrat. What is wrong with Dart. Now are jobs are on the line .

Some regulations on cemeteries in Illinois will soon be scaled back. On Monday, Gov. Pat Quinn signed a bill that reduces licensing fees and penalties for some infractions.
A few years ago, the state legislature passed stricter regulations after it was discovered workers at Burr Oak Cemetery in Chicago's south suburbs were digging up bodies and then reselling the plots.
"The individuals that did the horrific tragedy at Burr Oak, the way that this language is currently written and passed and signed now, would allow them to come back to work at Burr Oak without any questions," said Frank Bilecki, a spokesman for Cook County Sheriff Tom Dart.
Dart's office investigated the scandal at Burr Oak.
Bilecki criticized parts of the new law, saying employees at cemeteries should have to get background checks.
Meanwhile, supporters of the measure say the penalties were too burdensome on cemeteries that did nothing wrong.
State Sen. Emil Jones, III, a Chicago Democrat, said the new law will be good for smaller cemeteries, many of which are run by municipalities or not-for-profit groups.
"Cemeteries are modest enterprises, they're not cash cows," Jones said. "For a lot of rural areas and smaller towns you have volunteers who come in and work at the cemetery. They should not have to go through the process of being fingerprinted and going through a background check."
Burr Oak Cemetery is in Jones's senate district.

The morgue thing might have been what prompted Preckwinkle to make her announcement about the Sheriff's Police. However the wheels have been in motion to attempt to eliminate the Police since she got in office. In early November 2011, she created a task force to look into just that possibility. This task force was stacked against us from the start. It has 3 people with direct ties to The Civic Federation, (a nonpartisan political think tank that has advocated eliminating the police for years) and 1 person with indirect ties to them. A county commissioner from the north who is always against us, and the husband of a state rep who campaigns for Preckwinkle. This isn't a spur of moment decision because one politician embarrassed another. This is a well orchestrated plan to eliminate the police under the guise of of forming a task force where it's recommendation was already predetermined. It's like ordering my infant son to consider if I'm the coolest man he knows. First off he doesn't know that many people, I have the ability to make fart noises for twenty minutes at a time and I feed him. I don't need to put him in a "task force" possibly pay him gobs of money to figure out that his task force will in fact determine I'm the coolest man he knows. Maybe she doesn't like Dart and that's what started all this I don't know. But I do know this she doesn't like the Sheriff's Department at all. She's gotta get voted outta office, The unpaid furlough days for nonessential personnel, hiring freezes, job cuts, weekend court closures, political grandstanding, and staff shortages, have to go just like her and her one term in office.

Here's an idea, publish all test scores on promotional exams. Then there could be no bitching. It doesn't matter, black, white, brown, green, purple. The top scoring people get promoted. Chicago - The Catholic Archdiocese of Chicago is offering to pay for up to 300 burials for the bodies currently being held at the Cook County Examiner’s office.
Cook County Sheriff Tom Dart announced in a release Wednesday that Roman Szableski, Executive Director of the Catholic Cemeteries of the Archdiocese of Chicago offered to come to the aid of those who couldn’t afford to bury relatives being held at the county’s morgue.
The Catholic Cemeteries has offered the county up to 300 graves.
Dart says recent discussions about the “crisis at the morgue” and its current condition steered the talks with Szableski to what could be done both short term and long term to help address the problems exposed over the last couple weeks.
The offer from Catholic Cemeteries would bear no cost to the county. It would include up to 300 burials to be conducted like any other ordinary, paid burial, the sheriff’s office said. The number of bodies requiring burials will dictate the locations, but some of the including locations include Mt. Olivet Cemetery and other local Catholic cemeteries.

After two years of on-site monitoring and reports of activity, U.S. District Court Presiding Magistrate Judge Sidney I. Schenkier has delivered a first-of-its-kind ruling affirming that Sheriff Thomas J. Dart is operating an office free from those influences.
“Dart has made compliance with the Shakman principles a priority not just in words, but in actions,” Judge Schenkier said in one court hearing. “He has … gone beyond the minimum to create an office that will be free of political influence that’s improper and he is to be congratulated for the commitment that he has demonstrated.”
“While it took a lot of hard work to reach this point, it was an easy decision to operate an office in this fashion,” Sheriff Dart said. “Private businesses hire the most qualified and talented employees for a position and that’s the same way public agencies should operate. When public employees know it is their hard work – and nothing else – which will determine how successful they are in their careers, it is the public who benefits the most.”
Sheriff Dart tabbed Robert Shannon and Brette Bensinger of Hinshaw & Culbertson LLP to represent the office in the proceedings, while he also appointed top staffers, headed by his Chief of Staff Brian Towne, to work closely with Judge Meacham and his staff. Through that work, protocols were developed to ensure that no political influence can come into personnel practices, even after Dart is no longer sheriff.
Filings by monitors noted Dart’s “effort is unmatched by any other” office under the Shakman Decree and the way the office is now operated produces “a better, fairer and more functional office” where “the benefit to the public … while difficult to quantify, is considerable.”
Since the December finding that the office was in “substantial compliance,” monitors have continued to see through the decisions of 22 pending investigations of employees being conducted by the independent Office of Professional Review.
With those cases resolved and Shakman satisfied that no political influence went into employment decisions, Judge Schenkier dismissed the office from the complaint – meaning taxpayers will no longer continue to pay to fund Shakman monitoring or associated legal fees. Since 2008, the office has spent approximately $5.3 million on Shakman-related expenses.

We have seen many low life rats on this job over the years. Not many top this. Just think about this for a minute. I have to work with this Sgt. It's not like it used to be.
At some point this inter-departmental battle will end (I hope), and with that being said, let me direct your attention to a more serious matter at hand- the upcomming NATO/G-8 summit!
While there is sure to be a mix of protesters, both peaceful and resistant, other individuals such as anarchists and just plain old flashmobbers / gangbangers will be decorating the streets of Chicago and the surrounding suburbs.
There is much debate as to what our roles as county employees (all 3 departments) will be, but I feel confident that most of us will be involved in some part of crowd control, weather it is on the streets or at the front steps of a courthouse or a riot within the jail.
Bear in mind that you do not have to physically be present at a given location to disrupt order. I found this video link to shed light on a possible cyber-attack which could jeapordize our safety.

Cook County Sheriff Tom Dart tells WGN news information he's gotten from two attorneys who think serial killer John Wayne Gacy didn't act alone is worth further examination.
The Chicago lawyers who spoke to WGN’s Larry Potash in his report Thursday night also spoke with Dart today.
Dart says they presented some new evidence regarding three of the 29 victims found on Gacy's property back in 1978. The sheriff says the theories the two lawyers presented are plausible.
The two lawyers presented names to Dart as to possible accomplices to the murders for which Gacy was executed in 1994, all of which Dart says he'll consider.
Would'nt it be ironic if all the victims him and Detective Moran found so far have been alive but gacy's accomplice is dead.

I know it sucks. The thought of sitting in a courtroom and doing absolutely nothing would be awesome. Just think of it. No answering calls, No weekends, No holidays, and when you go home no BS phone calls, and still getting paid. It would be like winning the lottery. We could only be so lucky.

“The waste, I’ve been informed, is really high-grade fertilizer and we’ll use it on our gardens,” Dart said.
Sheriff’s spokesman Frank Bilecki said Friday the fish tanks, located at the sheriff’s boot camp, 2801 S. Rockwell Ave. in Chicago, will be stocked in a few weeks.

I have been a sworn member of the Sheriffs Dept. for 20 years. I have taken and passed every promotional exam the department has offered. I have zero discipline in my file and have an abundance of sick time.
I only have one question for you. How can you honestly say this department is legit when to become a chief here or get promoted all you have to do is be a neice of a county comissioner? Or a nephew of a former sheriff? Or the son of a former Chied Dep. Sheriff? Or a brother of a judge? Or a best friend of a 1st. Asst. Chief Dep.? Or my favorite, an aldermans son? A couple of topics to address from the Jan/Feb 2012 reading:
1.) the Forest Preserve P.D. and the Forest preserve as a whole is safe AND WILL ALWAYS BE SEPARATE FROM THE SHERIFF. There are federal dollars at play that would be lost if C.C.S.P.D. took them over. Also, C.C.F.P.D. make A LOT LESS MONEY then a Sheriff's Police officer. NOT HAPPENEING!
2.) The Sheriff's Police layoff threats are real. IF THIS CAN BE PULLED OF IT WILL! There are some revenue thirsty suburbs out there. There is very little support for the C.C.S.P.D. outside of the C.C.S.P.D. They speak of all the services provided by them, but as it happens in the suburb I work for we end up beating them to their own calls and backing them up most of the time.
3.) If Fluffer can get rid of C.C.S.P.D. outright and send all of them to the D.O.C. he has a good chance of meeeting/exceeding the mandate and possibly getting it lifted. This is very much a possibility and something he would like as it would free him to do what county elected officials do best with Cook County taxpayer dollars.
4.) Glad I am out of there - more money, no divide and conquer separation of departments, and no threat of being in the unemployment line or D.O.C.

I have been a sworn member of the Sheriffs Dept. for 20 years. I have taken and passed every promotional exam the department has offered. I have zero discipline in my file and have an abundance of sick time.

Well gee now, how does one get to land in an A/C do nothing spot, in crook county??? Lets just say after a five or more year absence in a warm tropical climate trying to find yourself. To be able to come back to crook County and land not just in the spot you had before you left but in a upper command staff????? Three officers that were terminated for allegedely working a side job in Berwyn..Got the letter same judge that ruled for the county in novenmber overturned her decision and sent it back to the merit board. How can the people that are placed there by the sheriff are the ones who decide your fate...hey are told what to do. all the way up to the judge herself... fellas be carefull the whole system is screwed up if they want to do anything to you they will and noone will stop them.....If the judge says termination was to excessive ..what happens now at the merit board and what are we looking at for backpay, pain and suffering, pension, senority.. any info will be highly appreciated.. been gone two years and lost everything...

Just ran in a D.O.C. buddy and he said they are expecting the 232 C.C.S.P.D. and they are going to work external ops (he thinks)? So would we be laid off? Would we lose our cars? Are there that many spot in external ops or would we kick out the guys that are there? There have to be union issues to us kicking out the D.O.C. guys. Would we get C.C.S.P.D. pay or D.O.C. pay? He also said it doesn't matter were we came from we all go to D.O.C. Anyone for D.O.C. know anything chime in!

When it goes back to the Merit Board they will have to decide on how many days you will catch. The max number of days you can catch is 180. Looks like you already served your time if you've been out for two years. You will get all the remaining days as backpay and you will only lose the suspension days off of your seniority. Once the Merit Board gets it they will act on it fast because they know everyday they hang on to it you will be getting backpay. There is no pain and suffering unless you sue the county in civil court. Congrats and good luck.

He says the Sheriffs Police are going to patrol Lake Michigan and the Chicago River. That's only going to be for a short time until the Sheriff builds a moat around the jail. Then they will patrol the moat. Anybody at DOC hear that?
