Cook County's pension fund will go broke in 26 years without changes that could include an increase in employee contributions and later retirement ages, according to a new analysis.

The report, done under the direction of county Commissioner Bridget Gainer in her role as chairwoman of the board's pension-oversight panel, shows that it's not just state and city pension funds that have perilous futures.

Even if the county fund generally is in better shape, Gainer said, that doesn't mean the county can continue to ignore a funding gap that had grown to $5.2 billion by the end of 2010. That's seven times the size it was a decade earlier, before a 2003 early retirement plan, rising health care costs, higher life expectancies and fund investment downturns swelled that gap.

"We have to act now because every day you don't do anything, it requires more draconian solutions to solve the problem," Gainer said. "If we act now ... we can make these changes without raising taxes and without really undermining the stability of the benefit."

Gainer hopes the analysis, and a website she plans to launch Monday, will result in a well-thought-out effort to repair the fund that could be ready to present to state lawmakers in time for their post-election November session.

"We're trying to make this a collaborative process," Gainer said. "We want to put all the information out there, give all the facts to everybody — workers, taxpayers, retirees — and say, 'Look, this is where we are. This is when it runs out of money.'"

The effort comes as Mayor Rahm Emanuel is highlighting even more dire problems for city pension funds, in part by launching his own website with a real-time tally of the city's pension funding gap of more than $25 billion.

Gov. Pat Quinn, meanwhile, awaits a report from a pension reform panel. The state's pension gap is about $80 billion.

Gainer noted the county's pension woes differ from those of the state and city. Her report offers a smorgasbord of potential solutions, including having employees pay 9.5 percent — 1 percent more than currently — of their annual wages into the fund, which also would trigger a relatively modest $15 million increase in the county government's annual payment.

The report also proposes lower annual cost-of-living increases, a higher retirement age, slightly less credit for future years worked and basing the pension payments on a percentage of each employee's highest consecutive eight years of salary, rather than the current four.

In exchange, the county would guarantee retirement health benefits. "Right now, health care is something that could go away tomorrow," Gainer said. "There's no protection."

County Board President Toni Preckwinkle appointed Gainer, who has a background in private-sector finance, to head up the county pension panel. Gainer used nearly one-tenth of her district office budget — nearly $30,000 — to pay an expert to help her put the report together.

Gainer has met with union leaders to discuss the pension reform effort and said she plans to start meeting soon with rank-and-file employees.

"You know, this isn't something that is going to be done to county employees," Gainer said. "It's something that is going to be done with county employees."

Laurence Msall, president of the nonpartisan fiscal watchdog Civic Federation, praised Gainer's efforts.

"We think it's very important that the county and other units of government not wait to begin crafting a resolution to the pension crisis," Msall said. "That's all positive. Still, the entire County Board and the president need to be engaged, and then they need to convince the legislature as to the merits of their proposal."

And this from OUR union leader. Smarten up, some of us are not married to this job. We have families and obligations. Let's see how many cell phone problems there will be. How many people will be calling off sick two or three days before just to cover themselves, who will be so far out of town it will take them 24 plus hours to get back, let's not forget the car troubles people may have, oops no child care available, the ever popular doctors urgent care note for that day(s), the list goes on and on. But don't forget, OUR union leader is singing the policy line already. How long before vacations are rescinded?

1.) In response to the first 3 posts in this thread, my opening salvo is re-read it countyguy readers/bloggers. Look at that borderline incoherent dribble. This is what we are up against here at juvenile courts: the abilty of the ruling elite among us (deputies in "THE CREW" in this building) to not even make a valid case for defense of their actions and yet somehow attempt to blame others in a complete act of cowardace in a vain attempt to cover for their transgressions and blatent disreguard for their general orders. So, "A deputy you see everyday": you are saying it is O.K. to babysit your children on county time, but just for half of an hour a day? Or is it just O.K. for those with the blessing of "THE CREW" as "wonderful people"?

2.)If it wasn't for this board, deputies who attempted to rectify any of this - because supervision is as afraid of "THE CREW'S" ability to make phone calls as we are of their retaliation and being ostracisised from our peers - would have been met with threats, retaliation, and revenge of the most juvenile of levels. Or the supervision that is part of "THE CREW". If you do not believe me ask the deputy who had had her I.D.s stolen and thrown in the garbage and "b!tch" keyed into her locker for allegedly crossing one in "THE CREW" and nothing way done about any of it. That piece of art is still in the locker room with a picture hung over it. Perhaps some of "THE CREW" that helped paint SGT KW's house can donate a little paint/time to rectify this?

3.) The AVONLADY needs to attempt to type on here before she enjoys her liquid lunches. Or perhaps she does this before her liquid lunch and isn't level headed yet? Either way, ever notice how many close to her always end up taking a lot of days off due to private information disseminated to her in confidence?

4.) The above is an appropriately excuted "CHECKMATE"! Now fling the board across the room, storm (or clump) off, and go play victim to your cronies like you excel at. Nobody that is excluded from "THE CREW" really much cares. Perhaps an extra snort from the bottle at lunch time will help!

I am writing you today to explain how the very reckless Cook County Sheriff eviction policy puts officers and Landlords safety at risk. I own a property in the chicago suburbs in which my tenant just decided not to pay his rent for the last several months. I had to hire an attorney and file with the Sheriff to evict him. The Sheriff gave me a date for the eviction with only a couple of days notice. I was contacted by a Sheriff's employee who notified me the eviction was going to occur between 8am-12pm. I was told under no circumstances was i to notify my tenant for the officers safety, which i totally understood. But the sheriff policy contradicted all safety concerns in my opinion. I was told that i had to sit outside the the property and was given a four hour time frame in which the Sheriff could arrive at anytime. I arrived at the property at 8a.m. and sat there nearly 5 hours before the Sheriff Arrived. My tenant kept looking out the window and at one point came outside to give me the evil glare. I was afraid to leave cause the Sheriff told me once they arrived i had to approach them within 10 minutes or they would leave and i had to go through the entire eviction process again. At 12pm after sitting in my car four 4 hours i contacted the number the Sheriff gave me. They told me to be patient as i was the last one on their schedule for the day. I asked why they couldn't have giving me a better time frame and i believed the tenant was tipped off the Sheriff was coming. The Sheriff finally arrived at 1p.m after i had to sit in my car for 5 hours. My deadbeat tenant would not answer the door so the sheriff had to use a ram to knock it in. Luckily they removed him from the house without a confrontation even though he barricaded himself in a room. The sheriff's were very professional and kind to me. I just believe the Sheriff's department policy is very reckless to say the least. If they are so concerned about safety why did they have me sit there for 5 hours while my tenant watched me. Couldn't they have called me and had me arrive the same time they did. I was also baffled at the instructions from the Sheriff, which stated i has to give the tenant resonable time to remove his things, like 8 months of free rent wasn't enough. I had to let this idiot back into my house as it took him 4 days to remove his stuff cause i was afraid he could sue me from what the sheriff told me. He even used his 8 yr old daughter who asked me "why are you doing this to us" It made me feel like a monster even though he owed me 12 thousand dollars. I know Sheriff Dart has made Evictions a huge platform but where is the landlords rights? And why is he putting his own officers at risk with this extremly flawed policy.. Please post this cause i really think this policy is very reckless and will eventually have Dire consequences if not changed.

Just my opinion...but, why did you not file the eviction notice with the Sheriff after the first month of not recieving rent?

Maybe run credit checks on your prospective tennants.

You are running a business, act like it.

And you could park somewhere where the tennant will not see you but you can see the marked squads.

Oh nevermind, thats right is just a landlord. Tom Dart only cares about perpetrators not the victims. And to the idiot who said you should have filed earlier. Do you realize i went through the same thing and it took 6 months before the Sheriff arrived and i work for this dept. They were more concerned about giving my tenant enough time to get his stuff after i had to go through a 7 month court process. And to suggest she should of ran a credit check. How did you know she didn't. My tenant had a 760 credit score. And to also suggest she should have hid out better, how to u know the logistics of her property. We now rely on the landlord to play P.I. to keep us safe and threaten her she better appraoch in 5 minutes or we will leave after making her wait five hours. Do you morons even think before posting?

What does the future hold for the unincorporated areas of Cook County, those “pockets” of suburbia sitting outside the borders of any municipality?

Board President Toni Preckwinkle has a task force exploring that question, with a report due out soon.

But it’s already clear Preckwinkle wants to shed as much of this territory as possible, with adjoining communities annexing the land and taking over services now provided by county government.

“Saving money isn’t the only goal,” her spokeswoman relays. “Annexation also allows for local control over local decisions, rather than the [county] attempting to centrally administer services to a number of disparate geographic areas.”

But what would happen to the Cook County sheriff’s police who now patrol the unincorporated patches?

Union officials worry that Preckwinkle’s people may propose disbanding or dramatically shrinking the police force, with municipal police agencies assuming duties in areas their towns annex, and the county contracting with municipal police agencies to cover areas that remain unincorporated.

But Sheriff Tom Dart has another idea. If streamlining is the true goal, he tells us, why not have the sheriff’s office assume policing duties in suburbs rather than retreat. There are more than 100 municipalities in Cook County, most with their own police forces. That’s a lot of bureaucracy, Dart said.

He envisions the sheriff’s police playing an increasingly important role for communities worried about bottom-lines, evolving into more of a “metropolitan” police department.

Maybe that means communities contract with the sheriff’s police to handle lock-up duties, he said. Or the night shift. Or patrols in certain spots. Or investigations. Or everything.

Dart’s agency already is doing some of this a la carte — at the request of town leaders — but he thinks there’s more that could and should be done.

The term “metropolitan . . . scares people because they think ‘Big government taking over,’ ” Dart said.

But he said that’s not the aim, and he won’t try to force collaborations.

If towns want to keep their own departments, “God love ’em.”

As a tax payer and citizen of Cook County I find it hard to believe that the people reading todays newspapers and watching the local news believe that the three largest police departments in the Chicagoland area are making great strides when it comes to gangs,guns,drugs,murders etc.
The leaders of the three major law enforcement agencies in Chicago need to step up or quit, they need to be held accountable and fired by the people for their lack of knowledge and their gross lack of administering manpower and resources to cut off the head of this dangerous snake.
Hearing the words from these administrators "We are doing everything within our power and resources to curtail the violence and drug markets" has worn off a long time ago.

Baby Commander P.D. celibrated 10 years with the County today.His parents took him to McDonalds for a happy meal,and I heard they let him play with the other entitled kids until someone took his happy meal toy. The city of Las Vegas merged the PD and Sheriffs dept years ago and formed Metro.Las Vegas is located in the State of Nevada for those that didnt get the test questions early.

Lead detective blew hole in States case.He ststed to defense that he had NO evidence as to who started the fight or who the aggressor was.

What are the courthouses gonna do about the personnel who work bond court in those court houses? Are they gonna make any of the deputies go to CCB to help out? I doubt it. Anybody from Maywood and Markham who does get sent to CCB will be Monday through Friday, I am certain. it will be more work for the deputies there on wekkends. Overstaffed???? We are so short male deps on days that sometimes they have only have two guys in lock-up with as many as 170 inmates. When i use to work lock-up we'd have a minimum of 12 males deps.

FOX News reports; $50K of Drugs Seized in South Suburban Operation, 64 Arrested.

44 Cops working eight hours each for ten days equates to over 3,500 man hours and over a quarter million dollars in salary and resources spent.

This operation was a complete failure to say the least and it was not money well spent by the agencies involved and a total waste of law enforcement resources.

The bigger question here is;

Heat is on to keep Skokie Courts open. New strategy, plans to make it a 24 hr lockup. If not, the WINDS OF CHANGE will be coming to about 58 Deps. This doesn't seem to make much $en$e since good old Chief Ralph has a facility already set up for a 24 hr lockup since it was built, only 15 miles away.

When I have the occasion to bring a prisoner to the Markham lockup, many many times the deps there are falling all over one another they are so overstaffed.

CCB is so understaffed on the other hand.
